Position Details:
XTL Transport Inc. is currently looking for Director of Safety and Compliance on a permanent full time position for our Etobicoke, Toronto terminal.

This position is responsible for managing all the Safety and Compliance department functions to ensure processes and records for all terminals and divisions, satisfy compliance, achieve efficiency and speak to continuous improvement. Ideal candidate is a proven manager with strong skills in root cause and corrective action analysis in order to achieve reductions in risk and expense. The Safety Director must have a high degree of professional curiosity and a willingness to learn about and assist with general safety, environmental, security, and other regulatory issues.

Responsibilities:
Accident and Incident Investigation and prevention

Manage investigations of accidents, incidents, and near-misses to mitigate damages and exposure.

Ensure thorough root cause analysis and appropriate corrective actions are taken.

Manage claims to ensure timely and proper closure; monitor adjuster activity to keep costs to a minimum.

Manage reserves to accurately reflect any pending liability.

Review trends in both cost and cause to propose initiatives and or changes to prevent future accidents / incidents.

Develop control systems focusing on critical safe behaviours to prevent accidents and help to minimize future expense / liability.

Stay abreast of new methods / best practices to reduce risk and apply or propose when suitable to our operation

Training Responsibilities

Assess relevant training needs for safety staff and drivers

Develop and source assessment and training tools and techniques that speak to risk reduction, accident prevention and safe behaviour

Ongoing development of orientation and handbook material in relation to department objectives and Operational needs.

Plan and deliver training course personally where necessary to augment that which is provided internally by others.

Promote safety using a variety of media methods (video / bulletins)

Compliance and Legal

Ensure Logs compliance is being managed daily and any all regulatory violations are investigated for root cause and corrective action.

Monitor trends of violations to propose initiatives and or changes to prevent future occurrences and overall scores are in good standing.

Keep abreast of regulations for various jurisdiction – research and provide direction with regard to compliance.

Provide expert technical advice, coaching and guidance to management and employees on safety, compliance and best practices.

Work with Operations to ensure successful implementation of electronic log monitoring and develop effect process for managing compliance.

Oversees the administration of record keeping for all safety and compliance matters (OSHA, FMCSA driver qualification files, etc.)

Ensure department processes and records satisfy compliance for insurers and governing bodies (Captive, C-TPAT, PIP, CSA, CVOR, ACE, D&A, etc.) and Corporate due diligence.

Educate employees on the Domestic and FMCSA’s CSA safety program, monitor the company’s compliance within its scoring system (BASIC), and report the company’s results to management

Ongoing development of selection criteria/assessment of AZ candidates, including but not limited to extensive over the road evaluations

Develop audit schedules and procedures to ensure fleet compliance and to identify deficiencies and take action by proposing and implementing solutions to rectify non-compliant behaviours.

Periodically conduct regulatory and procedural audits

Under the direction of your supervisor, create and administer standard operating procedures to ensure the company is compliant with regulations, and following best practices.

General Management

Conduct regular employee evaluations in relation to dept. objectives

Identify and foster development needs of staff

Ensure reporting departments expenses are necessary, proportionate and competitive

Maintain lean yet functional inventories of driver and dept. supplies

Qualification / Skills:
Must have minimum of 5 years of management experience in the transport industry

Bilingual preferred

Ease with Computer and safety related software

Able to travel

Able of synthesising different rules and regulations into company policies and create pertinent programs.

Strong negotiating skills

Strong organizational and interpersonal skills

Resolution of Problems and take Initiatives

Capable to maintain harmony and consistency between all terminal

Able to develop and implement projects and systems

Work Environment: Able to work under pressure and meet deadlines
