Position Summary

Reporting to the CAO, the Director, SAS is responsible for the strategic direction of the organization, corporate business planning, economic development, marketing and events, communication services, inter-governmental relations, legislative services, records management, information technology, and human resources services/policy development. The Director, SAS provides direction and leadership to staff responsible for the legislated requirements for all Council and Committee meeting processes and procedures. The Director is accountable for municipal elections and censuses. This role is responsible for the Subdivision Development Appeal Board and the Assessment Review Board. They are also designated Head, Corporate Records and Archives, and Freedom of Information and Protection of Privacy functions.

Key Deliverables:
With strong skills in leadership, change management and facilitation, the Director leads a group of managers and their teams in effectively delivering organizational goals and objectives. An expectation for continuous improvement is important.

As a member of the Strategic Leadership Team, the Director works closely with the CAO to develop corporate strategies to accomplish Council’s goals/direction.

The incumbent is responsible for providing parliamentary oversight to Council, Standing Committees, Public Hearings and other related Town governance functions, such as the annual budget/corporate workplan presentation to Council.

The Director is accountable for overseeing the functions of effective Council advisory committees and boards. In addition to overseeing the advisory body meetings, they also play a key role in ensuring that the advisory bodies are positioned to effectively work toward Council’s goals and objectives.

The Director prepares and delivers clear and concise reports on complex technical and policy issues, suitable to a variety of audiences from the general public to community stakeholders and Town Council.

They lead the facilitation of Council Strategic Planning Sessions and Corporate Planning.

They are involved in the recruitment and selection process of key positions; and coach, performance manage and actively lead other human resource management processes.

Acquires information to inform corporate policies and bylaws, elections-related policies and bylaws, communications policies and procedures, FOI policies and bylaws, corporate privacy policies and bylaws, and records management policies, procedure and bylaws through research and external consultations

Provides strategic advice to Council, CAO, senior leadership team and staff related to sensitive, controversial and confidential matters

Sponsors and/or leads the development of projects and initiatives

Works with the Manager of Communications, Marketing and Economic Development to develop and ensure the rollout of communications strategies and marketing campaigns

Works with the Manager of Information Technology to deliver on organizational needs, and ensures that IT functions and processes align with business requirements

Works with the Manager of Human Resources on workforce strategy, and provides guidance on HR and Health & Safety policies and procedures

Qualifications:
Experience and Education

A degree/diploma in Public Administration or related discipline. An equivalent combination of education and experience may be considered.

A minimum of 7 years of progressive municipal management experience in a complex government organization with extensive knowledge of the Town’s legislative framework, operations and parliamentary procedures, corporate business planning, economic development, communications. IT & HR functions.

Working knowledge of Procedures and Committees Bylaw, the Municipal Government Act, municipal legislation, bylaws, rules of order and procedural fairness.

Currently holds or is able to attain ICS 100, ICS 200, Basic Emergency Management, FOIP and Valid Class 5 driver’s licence.

Skills and Knowledge

Experience leading and developing multi disciplinary teams and in working in collaboration with multiple stakeholders and team members

Demonstrated success in working effectively with elected officials, CAO, and staff in a team-oriented environment

Thorough understanding of municipal budget development, with the ability to effectively manage department and project budgets

Logical decision maker

Meeting management skills including agenda preparation, documentation of reports and ability to accurately select pertinent statements from meeting discussions to develop resolutions and correspondence

Demonstrated ability to strictly maintain the confidentiality of highly sensitive information

Demonstrated skill and proficiency in change management

Knowledge and expertise in municipal government communications activities, tactics and tools

Excellent computer skills and advanced knowledge of MS office suite: Word, PowerPoint, Excel & Outlook

Records Management experience is an asset (i.e. Mfiles)
