Job Summary:

The Director, Regional Operations is accountable for the administration of cancer care processes and activities that span more than one program, within the regional cancer centre. The Director plays a key role in the centre, including day-to-day operations and long-term planning and in sustaining, developing and enhancing relationships with external partners such as Health Authorities, Provincial Consolidated Services, the BC Cancer Foundation and other community partners. The Director works closely with the Associate Medical Director, Provincial Program Directors, PHSA Corporate Programs and others in the centres to facilitate the integration of provincial standards and application of the key provincial cancer care processes such as cancer control, cancer care, research and clinical trials, and knowledge translation within the centre and in the surrounding communities. Reporting to the Senior Director, Regional Clinical Operations, the Director works in conjunction with the Program Medical Leaders and Mangers of Clinical Operations to develop short, mid and long range goals and objectives for program areas that support the mission, philosophies and goals of BCCA. As a member of the regional administrative team, the Director is accountable for leading regional programs and portfolios as assigned, and has direct responsibility for the centre-wide strategic and operational committees to ensure continuous planning, integration, risk management, and quality improvement.

Duties/Accountabilities:

  • Accountable for facility operations ,quality, safety and risk management standards, including emergency management, disaster planning, fire and safety, essential services and business continuity planning, first aid and infection control, for the regional cancer centre in conjunction with PHSA, Provincial Consolidated Services and the Regional Health Authority.
  • Develops, monitors, evaluates and oversees the centre’s operational, capital and foundation budgets for assigned program areas including overall financial and service responsibility for purchased services, and performance management of such services through the regional health authority Operating Agreement, PHSA and Provincial Consolidated Services, satellite centre agreements and leases, and other purchased services affecting the Cancer Centre. Leads the development of proposals and business cases for, facility improvements and expansions, and capital purchases.
  • Works closely with provincial leaders with respect to the application of provincial standards and the coordinated deployment of resources in the spectrum of cancer control in the region. Promotes strong linkages and cooperative working relationships in the community to advance cancer control, and to facilitate a continuum of care in the hospital/community environment; plans and implements initiatives that integrate community health services in a manner consistent with BCCA’s vision, goals and priorities.
  • As a member of the regional administrative team, provides direct oversight over assigned regional programs and portfolios. Supervises, coaches and mentors staff, participates in and leads LEAN activities in the province, and facilitates the uptake of quality improvement initiatives within the regional centre.
  • Partners with the BC Cancer Foundation and other granting organizations to develop initiatives and set regional priorities for fundraising, research support, and care. Participates in developing and fund raising opportunities relative to community groups, corporations, and the public.

Qualifications:
A Master’s degree in Health Administration, or Business Administration with a focus on health care, or other health related field, and ten (10) years experience that includes two years in a coaching/coordinating role in a health care environment combined with five experience in a supporting role in program management or health care delivery.

Strong interpersonal skills to facilitate team work, inter-agency co-ordination and inter-disciplinary communication. Demonstrated creativity and originality in problem resolution and the ability to communicate with and facilitate dialogue between various groups. Broad understanding of the clinical care process and multidisciplinary health care provision. Proven experience in all aspects of budget development, management and variance analysis. In-depth knowledge of organizational redesign, change management and process management.
