Summary
Provides leadership and expertise towards the achievement of excellence in project and process safety, contractor safety, emergency response and preparedness, and the creation and maintenance of robust HSE programs and systems in accordance with regulatory and Sanofi corporate requirements.
Job Responsibilities
1- Project and Process Safety:
Provides full HSE leadership for B100, New Flu Facility and other site projects ranging in value from $100,000 to $1,000,000,000 CAD.
Provide HSE project input and support from basic design through construction, commissioning and process validation.
Participates on teams responsible for implementing new products and processes, and facilitates and documents the Process Hazard Analysis (PHA)/hazard evaluations for each phase of projects.
Responsible for the design, leadership and maintenance of best-in-class project and process safety programs, ensuring full alignment and compliance with local, provincial, and federal legislation as well as Sanofi standards from conception to realization
Leads the development of PHA, HAZOP, and pre-start safety review (PSSR) programs including standard operating procedures, document management software, and all additional tools and resources to efficiently and effectively implement these programs
Provides leadership, partnership, counsel and technical expertise to project, operations, maintenance and HSE managers, as well as technicians in the field of project/process safety and risk-assessment to attain safety, production, quality, cost and environmental goals.
Provides hands-on support to site projects including but not limited to review of project documentation, completion of pre-start safety reviews and risk assessments, inspections, change controls, coordination of external service provides/consultants and the resolution of HSE issues and/or concerns as they arise.
Manages all activities associated with the Project(s) HSE budget, including the negotiation of service agreements and management of associated costs
Providing the site HSE team with project and program management support.
Responsible for validating the sufficiency of any training materials developed and implemented related to process safety and other related safety topics
Responsible for the Management of Change (MOC) activities, including the development, documentation, implementation and audit thereof.
2- Contractor Safety:
Responsible for the creation/improvement of the Contractor Management program, including but not limited to work permits, contractor safety, LOTO programs and the implementation of an electronic permit to work system.
Partner in the management of contract resources for the completion of activities related to hazard awareness and risk mitigation.
3- HSE Programs and Other Duties:
Responsible for key site HSE programs including but not limited to Key Safety Elements, Confined Space, Work at Heights, Pressurized Vessels, Explosion Protection, Excavation and Trenching.
Other duties as assigned.
Works in full compliance with the policies, procedures and standards as required by the Company and under the Occupational Health and Safety Act and other related legislation.
Strong judgement and decision-making are essential (decisions may be final and irreversible from a legal standpoint)
High level of mental agility, ability to think strategically and implement strategy
Ability to deal with ambiguity and conflicting priorities in a pressured environment
Ability to collaborate and build partnerships with a strong client focus
Political acumen required to manage within the global matrix organization
Work setting is largely in an office environment, with regular movement around the site for project visits and contractor interactions
Dimension and Scope
As a people manager the role will include the management of a team of Sanofi full-time employees as well as third-party managed services contractors
Decision making is critical in ensuring consistency with Sanofi policies and standards, local, provincial and federal legislation, to avoid costly legal challenges and damage to company image.
The accountabilities are primarily local in nature, although participation may be required on global, regional and country projects/programs
Direction is taken from immediate manager locally, with interactions and occasional direction taken from Global and Regional leaders
Education/Certifications
Bachelors degree (Masters preferred) in a Scientific or Engineering field, with approximately 10-15 years of HSE and management experience.
Experience
Experience in construction safety required
Experience working within a regulated manufacturing and R&D environment
Experience with and understanding of quality improvement processes and systems
Strong knowledge of Canadian HSE legislation, regulations and standards.
Proficiency in MS Word, Excel, PowerPoint
Bilingual French/English an asset
