Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. PRESTO is looking to hire a Program Director to lead the integrated planning and delivery of a diverse portfolio of business-critical projects to deliver on Metrolinx’s fare collection commitments to the TTC (Toronto Transit Commission). This role will bring solid business and technical leadership to develop a complex, interdependent program to deliver on an ambitious and important set of outcomes, and will manage effective relationships with significant clients, stakeholders, and partners in all aspects of project management, control and delivery.
This role is accountable to bridge customer experience, business outcomes, and technology and is key to successfully partnering with TTC to enable fare policies and an accessible and equitable modern fare collection platform, including refreshed infrastructure enabling open payment. Accountable to implement a robust governance framework effectively using lean thinking and excellent stakeholder management.
What will I be doing?
Design and plan a multi-dimensional integrated program to deliver interrelated business and technology objectives and proactively drive its progress, resolving issues and initiating appropriate corrective action
Provide overall strategic leadership in an information-reliant environment, directing various project teams to successful execution of project deliverables; ensure project delivery throughout the lifecycle, within quality, safety, scope, schedule and budget commitments
Represent Metrolinx professionally to its clients, providing reliably competent delivery management and enabling clear and productive communication channels for the proactive management or risks and issues as they arise
Negotiate and coordinate amongst diverse partners, regulators, vendors and other stakeholders to ensure the delivery of the project(s) with full compliance and attention to Metrolinx high standards of customer care and safety
Ensure a balanced and appropriate focus is given to business change management, technology solution and product development, rollout planning, customer experience and engagement, and ongoing operations management by the program team
Empower appropriate senior level decision-making by providing timely and consistent communication and reporting on opportunities, progress, changes, and impact on components
Manage both dependencies and interfaces between projects including developing and controlling deadlines, budgets and activities to meet the program objectives.
Oversees the development, implementation, and maintenance of a comprehensive quality assurance program for all processes and procedures
Provide guidance in developing alternative methods and solutions when unforeseen issues arise
Ensure all people working on the project have a clear vision of the purpose, the key deliverables and the integrated vision for a successful project delivery; makes clear the links to the overall strategy and on-the-ground activity
Define the Program’s governance structure and working with stakeholders to implement that governance structure in a complex environment. Implement appropriate controls, reporting, and risk, action issues, decisions (RAID) management. Prepare timely materials to facilitate upwards reporting and steering group engagement
Advocate for the program vision to lead teams through transformation in support of the overall delivery of business outcomes as defined by the Program and develop an appropriate change management and communication plan to implement the transformation effectively
What skills and qualifications do I need?
Completion of a degree in Business Administration, Information Technology, or a related discipline or a combination of education, training and experience deemed equivalent
Minimum ten (10) years’ related experience in a public transportation or highly complex technology environment
Demonstrated capability to deliver complex technology programs, preferably in the payment or mobility space
Expert knowledge of Program and Project delivery; managing programs over $50m budget with high risk and complexity.
Demonstrated experience managing portfolio of projects from inception to completion
Excellent stakeholder management skills and experience working with highly diverse teams
A good breadth of understanding and experience within payment industry is strongly preferred
Effective communication and influencing skills across all levels of the organization
Strong vendor management, conflict resolution and negotiation skills
Strong executive reporting
Ability to work with all levels of staff
Ability to quickly learn new concepts and tools
Comfort with complexity and ambiguity
Strong attention to detail
Demonstrated experienced in senior leadership role
Preference given to large integrated program experience. Digital transformation, payments, or transit technology experience preferred. Largescale ERP experience would also be applicable.
Thorough understanding of project/program management techniques and method, including Agile as well as Waterfall and Hybrid SDLC principles and when best to apply each delivery method to deliver complex technical solutions
Strong competency in Microsoft applications including Project, PowerPoint, Word, Excel, and Outlook as well as electronic document management tools
