The mandate
Under the authority of the Board of Directors, the Executive Director ensures the administration and operation of the institution as part of its regulations, as well as the planning, organization and implementation of health programs, and social services. It implements the policies and guidelines established by the Board of Directors and reports on the results achieved. It coordinates activities between branches to ensure their complementarity and liaises closely with other institutions and organizations in the territory. Access to quality services is its first priority.
The challenges
Under the authority of the Board of Directors, the chosen person will work primarily to achieve the following objectives:
- Increase, consolidate and adapt services to the territory’s population;
- Recruit, retain and develop a skilled workforce;
- Improve the performance of the institution through rigorous resource management;
- Work closely with community partners.
The profile
The ideal candidate is able to:
- Develop a strategic vision of the evolution of the Health Centre and its services;
- Distinguish itself by its leadership and staff mobilization abilities;
- Demonstrate with its previous achievements, its capability and ability to achieve the desired results by adapting to the context and realities of the northern environment.
Qualifications
An undergraduate university education. Substantial management experience can compensate for the required education;
A solid experience as a senior executive, including a minimum of 3 years in this position;
A knowledge of the reality and values of the population of the territory;
Speaking and writing fluent English and Inuktitut;
Having a good knowledge of French is an important asset;
Being a beneficiary of the James Bay and Northern Quebec Agreement is an important asset.
Essential skills and aptitudes
A good knowledge of the organization and the operations of a health and social services facility;
Have an excellent sense of leadership;
Be comfortable working in a complex environment with diverse interests and be skilled in communication and consultation;
Ability to build and maintain relationships based on human values;
Ability to manage the performance and management of key organizational issues;
The ability to work and manage a team working in a multicultural environment is essential.
Conditions and benefits
Working conditions are those enacted by the regulation of the non-executives of the health and social services network. Compensation and conditions are in line with HC6 Class MSSS standards;
Cargo premium $115.64/week;
Isolation premium of $191.93/week without dependent, $338.29/week with dependent;
Retention premium $114.99/week;
3 or 4 annual outings depending on the status;
Moving expenses incurred by the employer;
Furnished accommodation provided if hired at more than 50 km from the workplace.
