Position Purpose Summary:
The Executive Director is responsible for the overall operations of Kate Booth House, a transition facility for women and children fleeing domestic violence and women at risk of homelessness, and Esther’s Place, a 2nd Stage, 4-unit housing facility, and a Homeless Prevention Program.
The Executive Director will ensure a high-quality standard and effectiveness in the residence where residents are safe and secure. Responsible to uphold The Salvation Army policies and procedures, objectively and in accordance with legal, statutory, and constitutional requirements. Promote Kate Booth House through contacts in the community, businesses, organizations, and the general public.

KEY RESPONSIBILITIES:
Accountabilities:
Service Delivery
- Responsible for overall effective coordination and operation of Kate Booth House and Esther’s Place
- Responsible for the mission and vision statements, goals and objectives of program, operational policies, and financial management; responsible for interpreting and translating strategy into actionable programs and operations
- Ensure an active and safe spiritual program in coordination with the Chaplain.
- Be available for shift coverage as necessary
- Give oversight to the maintenance and repairs of Kate Booth House
- Establish and ensure Salvation Army Accreditation standards are in place to satisfy legal and regulatory requirements
- Serve as a resource to Emergency Shelter Managers, Unit leaders and Area Commanders in the understanding, interpretation and best practices of The Salvation Army Emergency Shelter Principles and BC Housing Operational Frameworks for Emergency Shelter operations
- Monitor, evaluate and recommend to DHQ necessary training modules and programs to enhance and support all Shelter and Housing programs
- Conduct training on a Divisional level for VAT, NVCI, Conflict Resolution, and Boundaries
- Oversee approved budgets, expenditures and major projects in accordance with agency financial control and administrative procedures
- Ensure that all policies, procedures, and protocols are up to date and meet compliance requirements; ensuring they are reviewed and updated on a regular basis
Strategic Leadership
- Develop and revise strategic plan with Leadership Team and Community Council member(s)
- Provide information and recommendation proposals to the Salvation Army DHQ/THQ as required for review, discussion and approval
HUMAN RELATIONS MANAGEMENT
- Plan and facilitate Team Leadership and staff meetings
- Responsible for Human Relations functions such as hiring, performance management, progressive discipline, incident reporting, merit increases, and terminations in consultation with Human Relations and in compliance with Divisional and Territorial standards.
- Administrator for UltiPro HRIS system
- Provide supervision and encourage staff with opportunities for personal growth through on-going, in-service, conferences; especially those related to domestic violence
- Promote positive self-care
- Ensure all staff are trained and follow best practices, policies, procedures, and protocols
- Implement and support an on-going succession plan for the Ministry Unit; monitor effectiveness of plan, ensuring that identified staff receive the necessary coaching, training, and other related opportunities and supports to promote career advancement
CRITICAL RELATIONSHIP MANAGEMENT
- Maintain effective relationships with Senior and other Government officials, stakeholders, funding sources, volunteers, community groups, etc.
- Promote Kate Booth House / Esther’s Place re its funding needs and value to the community
- Represent or delegate an employee to attend community and fund-raising events, or other functions
- Participate in various task forces, networks, and education with other appropriate systems
- Serve as The Salvation Army’s representative on the Women’s National Homelessness Action Network
- Facilitate a Community Council to ensure community knowledge and support for Kate Booth House / Esther’s Place
MANAGERIAL/Technical Leadership RESPONSIBILITY:
- Reports directly to the Divisional Secretary for Social Services
- Direct reports for this position include but are not limited to are the Admin Coordinator, Caseworker, Chaplain, Cook, Custodian, Food Services Coordinator, and Residential Worker
FINANCIAL AND MATERIALS MANAGEMENT:
- Responsible for the overall financial operation and expenditures of the ministry unit; including budget preparation, monthly review, allocate and approve expenditures and ensure that financial spending and processing of donations meets TSA’s guidelines
- The expenditure of the ED for KBH is anything below $100,000.00 as per policy
- Coordinate with Leadership Team on the presentation of the proposed annual budget for submission to the DHQ & BC Housing
WORKING CONDITIONS:
- Overtime may be required at times to meet deadlines
- Dexterity to operate a computer keyboard, mouse, and other devices and objects
- Physically able to lead and participate in training sessions, presentations, and meetings – both in person and on-line
- Some travel is required for the purpose of training, consulting, community involvement
- Participation at meetings, conferences and other events may involve travel or evening/weekend work
QUALIFICATIONS AND EDUCATION REQUIREMENTS:
Education, Qualifications and Certifications:
- Undergraduate University degree preferably with a Social Science focus
- Valid trainer credentials for VAT, NVCI, Conflict Resolution, and Boundaries
Experience and Skilled Knowledge Requirements
- 5 – 7 years of prior experience working in a similar environment required for this position
- Comprehensive knowledge of domestic violence issues and a commitment to accepted social work values and principles.
- Responsible for personal professional development which includes maintaining membership in professional associations.
