The ED/DOC will provide leadership by directing all business and program related matters for Golden West Centennial Lodge including resident care, finance, property, legal, government funding, information technology and employee relations. The position reports to the Chair of the Board of Directors.
KEY RESPONSIBILITIES:
Strategic Leadership & Oversight:
- Plan, direct, and oversee the delivery of quality resident care and implementation of new programs to meet changing needs in accordance with the standards of Manitoba Health Licensing and Compliance Branch, Accreditation Canada and TSA Social Services, within available resources;
- Plan, develop and execute long term strategic initiatives under the direction of the Board of Management
- Oversee or directly manage all property transactions, development, and inventory for the ministry unit
- Ensure the property is inspected, maintained, and in compliance with licensing standards including buildings, grounds, equipment, furnishings, and assessing capital needs
- Determine when to use resources from The Salvation Army, Winnipeg Regional Health Authority, Shared Health, Manitoba Health, or other organizations in the management of the Lodge
- Ensures ongoing compliance with established standards and best practices reflecting the economic, legal, service, and business environment in compliance with The Salvation Army mission and Manitoba Health Standards
- Reports to the Board of Management and is responsible for action plans and follow up
- Plan, develop, review, and revise policies, protocols, and day-to-day operating procedures for nursing services and residence operation in compliance with government and Salvation Army standards, legislation, and accreditation requirements
- Ensures spiritual dynamic to all programming
- Renegotiate with government funders, contracts, proposals, and program operation
- Monitor and ensure consistency in case management systems and practices.
People Management:
- Initiate, maintain, and promote positive working relationships/partnerships and communications with funders, unions, staff, residents and community stakeholders
- Provide direction, advice and guidance for management teams on business and program matters
- Hire, orientate, train, evaluate, recognize, discipline, and terminate in concert with Territorial standards, union contracts and Provincial Labour Relations Interpretations
- Investigate resident and family complaints and resolves them in a timely manner
- Investigate or arrange for investigation of staff and union concerns, resolve grievances, and participate in arbitrations
- Submit and act on incident reports using the mandated funder processes, and TSA processes where required. Review reported occurrences, and investigate to identify and resolve underlying issues
Finance & Admin:
- Establish, maintain, oversee, and adhere to the ministry unit budget in compliance with operating and administrative guidelines from TSA and the funder
- Analyze statistical and financial reports for the purposes of strategic planning and funding negotiations
- Provide oversight on efficient and effective use of supplies, equipment, staff, and other resources
- Performs other duties as required
QUALIFICATIONS AND EDUCATION REQUIREMENTS:
Education, Qualifications and Certifications:
- Current registration with a professional College in Manitoba
- A post-secondary university degree in Health Sciences, Long Term Care Administration, or a related discipline
Experience and Skilled Knowledge Requirements:
- Progressive management experience, preferably with at least 5 years in a senior management role in a long-term care setting
- Demonstrated understanding of, and compliance with, all relevant federal and provincial legislation, e.g. the Employment Standards Act, Human Rights Act, Occupational Health and Safety, WHIMIS, Ministry of Labour, etc.
PREFERRED SKILLS/CAPABILITIES:
- Ability and willingness to communicate well, verbally and in writing, with residents, families, staff, unions, Board of Management, Government agencies and the broader community
- Ability and willingness to establish and maintain positive working relationships with others, both internally and externally, with effective negotiation skills and a non-judgmental approach
- Ability to develop effective plans/strategies as well as evaluate their effectiveness in order to improve operations and programs, and source new opportunities
- Strong leadership, conflict management commitment to the team process
- Good analytical, problem solving, and organizational skills
- Demonstrated experience with financial, accounting, and budgetary functions
- Strong mentoring and training skills
- Experience in program development and quality improvement
- Able to proactively recognize potential risks and issues, respond with solutions and engage others in implementing change
- Ability and willingness to support, adhere to, commit, promote, and further the mission, vision, and values of The Salvation Army in Canada and an understanding of their implications in all aspects of work; including the manner in which responsibilities are fulfilled
