The Financial Policy Analyst plays a vital role in operating the Business Risk Management (BRM) suite of programs at the PEI Agricultural Insurance Corporation (AIC). The analyst will be involved with the determination of key program rates such as premium rates, unit prices and benchmark units. Duties will include: • Utilizing a variety of software to effectively extract, summarize, and perform complex calculations on the data;• Producing high quality work using analysis software requiring accuracy in calculations, completeness of data and adherence to prescribed methodology;• Applying mathematical formulae and statistical techniques to the testing and quantifying of premium rates, unit prices and benchmarks, and test the relevancy of the software results;• Developing evaluation and modification criteria to adjust premium rates if the rate is not meeting required test outcomes;• Preparing and presenting high quality analysis reports on premium rates, unit prices and benchmarks for managers, senior management, and AIC Board that supports the recommendations;• Developing and maintaining strategies to engage industry including in-depth meetings and focus groups;• Applying project management methodologies to plan and implement public seminars and workshops;• Devising methods for collection and analysis of data for program forecasting requests; • Providing support for Supervisor, Manager and Director in evaluating FPT working group requests; climate change impact to program change evaluation;• Providing high quality support to the Minister, Deputy Minister, Director and Manager by assisting in the preparation of Treasury Board and Executive Council Memorandum, correspondence, briefing notes, speaking notes, communiques, presentations, policy reports and other materials as requested;• Representing the department on national business risk management research, forecasting, strategy and initiatives;• Applying mathematical formulae and statistical techniques to the testing and quantifying of requests for business risk management programs;• Providing high quality report responses to industry concerns;• Producing high quality performance indicators and forecasts using analysis software requiring accuracy in calculations, completeness of data and adherence to prescribed methodology for Director approval;• Completing advanced crop discovery, research, evaluation (including climate change impacts), to be used in program change requests. • Ensuring all change requests are supported and meet the program change requirements per the current FPT agreement;• Researching statistics and data pertaining to climate change and agriculture crops grown on PEI and project possible impacts which are relevant to the business risk management programs;• Conducting in-depth meetings and focus groups with key informants about the current comprehension and uptake of the business risk management programs on PEI;• Other duties as required.
Qualifications
Minimum Qualifications: • Must have a Masters degree in a related field (for example but not limited to: public policy, public administration, business or economics) and experience in program development or program evaluation or a Bachelors degree in a related field with extensive experience in program development or program evaluation.• Experience representing PEI on federal/provincial/territorial committees or working groups.• Experience in the field of agricultural economics or agriculture is required. • Demonstrated equivalencies will be considered.• Excellent interpersonal skills, written and oral communication skills.• Individuals must be able to: undertake research and analysis using a variety of resources and tools; work comfortably in a complex and changing environment; and organize, plan and think strategically.• Competence in spreadsheet, database and word processing applications is required.• Must have a good previous work and attendance record.• The successful candidate must provide a satisfactory Criminal Records Check prior to beginning employment. Other Qualifications: • Experience with policy research, communications, and/or project management would be an asset.• Experience with federal/provincial/territorial relations and/or programming would be an asset.• Project management, evaluation and change management designations are considered assets.• Understanding of actuarial requirements related to premium rates, probable yields and self sustainability are considered assets.• Experience and/or training in premium rate calculations will be considered an asset.Preference will be given to UPSE Civil Employees as per the UPSE Civil Collective Agreement.
