Overview
Reporting to the Community Services Division (Parks Services, Recreation & Sport Services and Arts, Culture and Heritage Services), this position provides procedural and business process support and leadership for Community Services applications. The Functional Analyst is a primary “advanced user” for Community Services’ multiple applications, providing functional support and training.
Examples of key responsibilities include, but are not limited to:
- Provides end user support, data maintenance and analysis, administration and end-user testing coordination, training, process analysis and project management.
- Acts as a primary source of contact and responds to, investigates, prioritizes and resolves integrated administrative application process or operating problems within the functional end user base.
- Defines and documents business unit needs, business process requirements, operational fit gap analysis, and makes process improvement recommendations.
- Responsible for planning, documenting and conducting business unit change management activities, development of work break down structure and project plans.
- Creates reports and metrics development.
- Acts as a liaison with the Information Technology team for all functional application process issues raised by end users.
- Provides ongoing functional application support and training to all end users. Includes coordinating staff in the use of application tools through training programs, one-on-one consultation and application process or procedural advice, etc.
- Develops training material for end users and ensures that end user system documentation such as operational procedure manuals are appropriate and complete.
- Assists with the planning and development of a 3 to 5 year business road map/plan.
- Provides staff supervision.
- Acts in a key leadership role in the future development of the business unit’s functional application and business process requirements.
- Responsible for user acceptance testing, including coordinating staff availability; develops and conducts test scenarios/cases and testing plans; develops, reviews and assesses user acceptance testing criteria; prepares and delivers report(s) providing details and results of the testing effort.
- Develops and recommends operation procedures to ensure security access to the application follows internal control guidelines.

Qualifications and Experience:
- Completion of a 2 year Diploma in Business Management or Recreation or other relevant field.
- A minimum of 5 years related experience is required, 2 years’ experience with general functional application support, maintenance; and administration is required.
- A minimum of 2 years of functional subject matter expert experience with PerfectMind, a registration and facility booking software is preferred.
- An equivalent combination of education, training and experience may be considered.
- Valid Class 5 Driver’s Licence for the Province of British Columbia.
Working Conditions:
Duties are performed in an office environment. May encounter upset or unpleasant customers.
