Main Purpose and Function
The main responsibility of this position is to coordinate transportation safety investigations for all road users in support of the City’s Transportation 2040 zero traffic-related fatalities vision. Also assists identifying, prioritizing and recommending treatment options for safety hotspots, conducts research on new practices to improve safety, design signage and paint plans and communicate with the public on requests related to safety.

Key Contacts and Reporting Relationships
Reporting to the Transportation Engineer (CEI) in the Traffic and Data Management Branch, this position oversees junior engineering assistants that conduct field surveys and will perform technical duties related to safety for all road users.

Specific Duties and Responsibilities
The Engineering Assistant III (Safety Investigations) will be responsible for the following:

• Coordinates safety investigations to assess potential new safety hotspot locations. Including training and scheduling of junior engineering assistants for field studies/surveys.
• Review and analyze data (ICBC , VPD, Hospital Emergency Department,  field studies, reports, public requests/community input, etc.) to identify collision prone locations, examines contributing factors leading to collisions and recommends potential countermeasures.
• Conducts research on expertise/knowledge of emerging policies and practices to improve safety.
• Undertake AutoCAD work, including designs for new pedestrian crossings, signals and paint plans.
• Undertake ArcMap work including development of maps to visualize, summarize, compare, and interpret collision data.
• Coordinates with other branches to provide data and advice on potential safety measures in their areas.
• Communicates with the public on matters related to safety issues both verbally and in writing.
• Participates in public meetings, prepares reports and presentation materials for senior staff, City Council and the public.
• Performs other branch duties as assigned.

Qualifications
Education and Experience:

• Completion of Grade 12
• A post-secondary diploma in Civil Engineering, Transportation or other relevant area of study is preferred, supplemented with some related courses and experience in engineering or an equivalent combination of training or experience. 

Knowledge, Skills and Abilities:

• Working knowledge of the City’s street system, transportation policies and regulations, the Street and Traffic Bylaw, the Manual of Uniform Traffic Control Devices, and the Traffic Control Manual for Work on Roadways is desirable.
• Strong drafting skills, the ability to read and interpret engineering drawings and proven experience in AutoCAD, GIS, Excel, Word, Power Point, Access and VanDocs.
• Proficiency in ArcMap software is an asset.
• Strong verbal and written communication skills are required, as this position will interact with businesses, the public, staff and other agencies on safety issues.
• Ability to problem solve with accuracy and detail, make technical recommendations, and work well in a team and business environment with little or no supervision under tight timelines and in a multi-task environment.
• Ability to meet transportation requirements of the role.
