The Time and Labour Administrator is responsible for the timely and accurate administration/entry of employee time in the T&L module under PeopleSoft HCM system and the calculation of time-related adjustments impacting payroll. The Time and Labour Administrator role is pivotal for ensuring the accuracy of timely payments to employees by serving as the key contact and resource for support and assistance of the PeopleSoft Time and Labor system for time approvers, employees, supervisors, and maintaining the integrity of reported time data

Duties 

  • Run time audits and complete manual calculations for overtime, shift differential, exception time and vacation, sick leaves, and retroactive pay, and enter the correct information into the system.
  • Apply employee time and labour rules as per the collective agreement and legislation.
  • Entry of historical time and prior year absence hours on behalf of Departments
  • Ensure employees are enrolled in correct workgroups and timesheet data is displayed correctly.
  • Researches and resolves daily payroll time edits, audits and errors report that are generated after all payroll calculation job run
  • Monitors and collaborates to resolve balance inquiries to ensure employees are paid accurately
  • Reviews, analyzes, researches and resolves/corrects time rejections that are inhibiting payment to employees
  • Resolve escalated time entry inquiries
  • Monitors and resolves time workflow errors as related to reports to or delegation issues in order to generate eligible payments on time
  • Work closely with department supervisors and employees to resolve issues with time entry relating to leaves, positive, exception, and banked time.
  • Runs daily, weekly, and pay period queries and reports to manage, resolve and modify the status of time and labour exceptions and errors.
  • Action Department requests to update or change reporting relationships in position and job. 
  • Maintains and reviews the Auto-Enroll program
  • Provides recommendations/solutions to better leverage the current system, external and internal processes
  • Runs and resolves anomalies for all Time and Labour queries such as overtime, exception errors, hourly rate audits, reports to workflow issues, negative net pay, premiums, stat holiday audits etc.
  • Delivers training on T&L module and use of self-service for time reporting and time approval for all staff and students

Minimum Qualifications

  • High School diploma supplemented by coursework in accounting, Human Resource Management and Canadian Payroll Association PCP certification; equivalent combinations of education and experience may be considered.
  • Three years of directly related time and labour experience.
  • Experience with PeopleSoft HCM (Human Resources, Benefits & Payroll for North America) or an enterprise management system is required
  • Excellent interpersonal skills and the ability to work collaboratively within a team.
  • High comfort level working in a fast-paced, high volume and solution-driven culture
  • Must have strong listening skills and be able to communicate with the diverse multicultural community of the University.
  • Demonstrated belief in customer service excellence while maintaining tact, diplomacy and professionalism
  • Excellent written and verbal communication and interpersonal skills
  • Able to promote and work effectively in an integrated service culture
  • Ability to effectively work with co-workers to build consensus and partnerships
  • Strong research, analytical, problem-solving and time-management skills are necessary
  • Comprehensive knowledge of related provincial and Canadian legislation and collective agreements and handbooks
  • Exemplary client service, focused on demonstrating a genuine concern for understanding client needs and meeting or exceeding client expectations
  • Strong verbal and written communication skills required to share feedback and address concerns respectfully and constructively
  • Strong planning and organizational skills, managing time and resources effectively to achieve results and identify critical tasks, effectively focusing on workload priorities while working within strict deadlines
