What can I expect to do in this role?

Reporting to the Senior Manager, you will:

  • Provide leadership and management to the unit responsible for inspection, investigation and enforcement of Ministry legislation and regulations regarding unlicensed child care providers.
  • Lead the development, coordination and delivery of investigations to enforce compliance with applicable legislation and regulations.
  • Develop and implement the processes and protocols of all compliance and enforcement matters related to unlicensed child care.
  • Lead processes to gather data and information regarding unlicensed child care and manage the analysis of information to support the achievement of performance goals.
  • Manage and maintain information systems that will enhance transparency regarding complaints about unlicensed child care providers and make it easier for parents and members of the public to register complaints about the sector.

How do I qualify?

Leadership Skills:

  • You have strategic leadership and management skills to provide leadership to a diverse, multi-disciplined team and oversee and schedule work in accordance with corporate and divisional priorities.
  • You have a passion for developing, building and leading organizational capacity through inclusive, positive, and values based leadership in areas of organizational design, recruitment, talent and performance management and labour relations matters.
  • You have the ability to be responsible for the overall compliance with legislative statutes, collective agreements, government and ministry policies, directives, guidelines and commitments related services.
  • You have sound judgement and political acuity skills to provide authoritative advice and guidance to senior management.

Technical Expertise:

  • You have knowledge of program planning and delivery methods, enforcement and compliance tools, processes, and best practices in a regulatory environment in order to manage compliance matters related to unlicensed child care.
  • You have the ability to acquire knowledge of relevant provincial legislation, regulations, policies, and processes regarding unlicensed child care in Ontario (i.e. Provincial Offenses legislation).
  • You have the ability to interpret and apply relevant policies and legislation in order to resolve complex and contentious issues.

Program Management Skills:

  • You have knowledge of data collection and management to support the tracking of complaints, enforcement activities and prosecutions, performance measurement and performance monitoring to ensure that the work of the unit supports program goals.
  • You have experience identifying emerging trends in enforcement, investigation and inspection activities and recommends new alternatives in program delivery to optimize service.
  • You possess strong analytical skills and have the ability to use good judgement to follow and carry out instructions and identify/solve problems.
  • You have strong organizational skills to prepare and maintain schedules, plan, organize and implement work/projects, and to manage competing demands.
  • You have knowledge of budgetary and financial processes to prepare, implement fiscal and performance budgets, multi-year and annual work plans, and monitor/report on budget allocations.

Communication, Stakeholder and Relationship Management Skills:

  • You have excellent relationship building skills to promote effective engagement with stakeholders, as well as provide testimony as a ministry expert witness in support of enforcement actions.
  • You have interpersonal and team building skills to provide leadership, monitor performance and promote excellence in customer service and team performance.
  • You can represent the ministry by leading and/or participating on corporate and special projects, task forces, policy forums, committees and working groups both internally and externally, including broader public service and external stakeholders.
  • You have strong oral and written communication skills including briefing and supporting materials and presentations.
  • You have the ability to respond to complaints and contentious issues with tact and diplomacy.
