Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Our Station Operations team is seeking a Manager, Facilities Maintenance Manage and lead the planning, procurement, delivery, monitoring, cost control, customer service and quality of complex, and critical infrastructure grounds maintenance/cleaning and facility maintenance across all rail stations, all bus terminals, all maintenance facilities and all Park & Ride lots while ensuring overall environmental compliance totally over 100 facility structures

What will I be doing?

Plans and manages the long term infrastructure, grounds/cleaning/facility maintenance plan of all customer facing facilities including managing grounds maintenance, facility operations, cleaning, and security ensuring the facility design and operation such as equipment, systems and functions include environment and energy efficient methods and products where feasible; writes, reviews and maintains policies, procedures and practices related to the facility grounds operations and maintenance.

Manages an on-going effective maintenance program for facilities in a safe, cost-effective, and professional manner; establishes best practices and key performance metrics related to maintenance costs, environmental, energy efficiency, state of good repair and preventive maintenance investments.

Works with other departments throughout Metrolinx and GO Transit to develop and deliver holistic customer service solutions and exchange information.

Participates in the grievance and bargaining processes by evaluating problems, developing proposals, negotiating, and implementing solutions.

Establishes operating and capital budget, service fleet and maintenance facility requirements as well as workforce plans for grounds maintenance and presents, along with business rationale and risk, to the Senior Manager, Station Operations and Maintenance.

Strives to find efficiencies, economies of scale, and best practices in delivering grounds maintenance and operations, cleaning, and security services in all facilities in assigned portfolio.

Manages and directs staff and consultants engaged in project teams (e.g. defines team member roles, responsibilities, and expectations); delivers timely feedback to ensure a cohesive operational unit and the optimum use of team skills; monitors work assignments for adherence to timelines and the achievement of contractor performance objectives outlined in Agreement terms and conditions; develops and implements action plans to address performance gaps

Monitors and reviews staff performance to determine training needs and develops interchangeable roles and opportunities amongst staff

What skills and qualifications do I need?

Completion of a university degree in Business Administration, Facility Management/Property Management, or a related discipline – or a combination of education, training and experience deemed equivalent

Minimum eight (8) years’ in managing large facilities or property management services in an organization known for delivering excellent customer service.

Must be able to travel to and visit outdoor construction sites across the GTHA, including rough walking conditions – in winter conditions and inclement weather

Knowledge of facilities and/or property management, operations, planning and administration.

Knowledge of Human Resources legislation (e.g. Employment Standards Act, Occupational Health & Safety Act, etc.) to monitor and manage employees and contractors, including experience in the application of collective agreement provisions

Strong people leadership experience with ability to manage organizational change, particularly through transformative growth and development

Knowledge of performance management practices, techniques/methodologies to identify, establish and measure KPI’s, performance metrics and best practices to manage an on-going effective and safe maintenance program for Station Services related to maintenance costs, state of good repair investments, environmental and sustainable practices

Certified Property Manager – CPM considered an asset.

A valid Ontario Class “G” driver’s license is required.

LEAN designation considered an asset.

NOTE: The incumbent would be required to work 40 hours per week with varying shifts and off-days. Incumbent will be required to be on-call to assist with emergency responses at any hour, any day. Incumbent may have regular exposure to extreme weather or undesirable operating conditions as well as exposure to risk of physical harm when performing facility inspections (e.g. waste systems and underground tanks) and/or when encountering irate or confrontational member of the public.
