This is an exciting opportunity to join ER’s, Revenue and Business Systems in the Integrated Resource Information System (IRIS) Management Services (IMS) Unit. The Unit provides Application Maintenance and Development Services and Project Management Office oversite for IRIS. IRIS is an online business system that supports the development and regulation of Saskatchewan’s oil and gas industry.

Reporting to the Director of IMS, this senior level position will establish a collaborative relationship with a diverse internal stakeholder group while leading continuous improvement, innovation and transformation to improve business results for IRIS operations, projects, business intelligence, and security management. The Manager will also identify potential process improvement opportunities and participate in the development of new processes that support elements of projects, business intelligence and security management.

Key Responsibilities:
Deliver strategic planning, visioning and execution of IRIS overall functionality- facilitating strategic business integration within IRIS, change and release management, business needs analysis, Business Intelligence (BI), Program Management (PM) and IRIS Security frameworks to ensure the current and continuous improvement of IRIS in support of the Ministry’s strategic objectives.

Responsible to ensure the vendors provides service management with high availability, reliability, and performance of IRIS and the integrated services.

Monitors vendor performance and escalates issues against Service Level Agreements (SLA) or contractual obligations accordingly; responsible for ensuring resolution (whether it is service credits as per the contract, other agreed to solutions, potentially even leading to an exit strategy if the issue is severe enough).

Manages the ITSM process with IT vendors, including what information should be communicated, when and by whom, to maintain clarity of vendor accountabilities and effective leveraging of contractual obligations.

Impart and exchange clear, concise and transparent IRIS communications to internal and external stakeholders.

Develop, establish, and maintain system integration of IRIS functionality and data model.

Provide subject matter expertise for integration of business and technical solutions affecting IMS.

Ensure effective integration partners both internal to Government of Saskatchewan and with other jurisdictions.

Safeguard best practices, principles and guidelines for stakeholder engagement (internal and external) to create a shared vision for BI, PM, and IRIS Security development.

Lead and manage fair, open, and transparent, Information Management and Information Technology related procurement across the Ministry utilizing a “best value” approach.

Promote and encourage a culture of service excellence as it relates to clients, stakeholders and IT contributors.

Champion the ongoing renewal of the Saskatchewan Public Service by maintaining focus on citizen needs and expectations; bringing innovative approaches to the continuous improvement of programs and services; working together with the rest of government to achieve mutual goals and building a workforce that is focused on excellence.

Establish plans and process for needs assessments, process improvements and solution selections, designs and implementations.

Establish technology delivery strategies including implementation plans and change management strategies.

Act as the business lead in the negotiation of vendor contracts for business systems and management of vendor relationships.

Manage the design, development, prioritization and delivery of changes to the systems.

Manage third party relationships, contracts and service level agreements.
