As part of the THQ EDS department, and working closely with all divisions, the MEDSO provides valuable leadership to The Salvation Army’s Emergency Disaster Services (EDS) operations across the territory.
KEY RESPONSIBILITIES:
Accountabilities:
Prevention/Mitigation/Preparedness Planning
- Assists the TDEDS with planning, organizing and directing the TSA EDS response and recovery planning within the territory
- Assists and supports divisions in developing and maintaining relationships with external response agencies and volunteers
- Participates in and assists in leading TSA activities for national level disaster response, special events, table top exercises, and mock disasters
- Works with academic institutions on research related to response and recovery for vulnerable populations
- Participates in the forecast of funds needed for staffing, equipment, materials and supplies
- Works with Territorial Manager of EDS Training and Planning to identify personnel to fill key roles during response and recovery operations
- Assists with Humanitarian Workforce Project (Operation: Red Shield Readiness) funded by Public Safety Canada
Emergency Response/Recovery
- Assists the TDEDS with planning, organizing and directing the TSA EDS emergency response and recovery within the territory
- Oversees all aspects of EDS operations for large-scale or territorial responses
- Helps to coordinate the availability of adequate TSA resources for an EDS response and recovery using the Incident Command System (ICS)
- Assists and supports divisions with emergency response as requested
- Recommend and implement approved service delivery model for territorial response
- Discusses problem situations and remedies with stakeholders and may participate directly in the provision of services to resolve difficult issues or problems
- Provide leadership and coordination to EDS operations across the territory
- Ensures operational plans are implemented with consistency across the territory
- Maintains relationships with internal and external partners to ensure coordinated response and recovery activities
Human Resources
- During territorial response and recovery activities, will supervise and motivate EDS personnel
- Helps establish training requirements for response/recovery roles as a territorial standard
- Serves in a consultative role to divisional staff in the process of developing roles and responsibilities and may act as the direct point of contact at THQ for divisional incident commanders and/or DDEDS during disaster relief and recovery operations
- Works closely with Divisional Directors of EDS and Territorial Manager of EDS Training and Planning to ensure proper operational plans and procedures are in place
- Maintains relationships with all relevant stakeholders, including government, vendors and partners
Administrative/Financial
- In consultation with relevant stakeholders, develops and maintains territorial EDS documentation including policies, procedures, and standard forms
- Participates in meetings and committees with Divisional Directors of EDS and other EDS personnel as required
- Prepares and submits reports and statistics as required to THQ leadership and donors
- Demonstrates diligent stewardship of resources
Organizational Responsibilities
- Assists the TDEDS with planning, organizing, evaluating, and monitoring the Canada & Bermuda Territory’s emergency disaster services program for prevention/mitigation, preparedness, response and the recovery
- Develops and recommends policy related to EDS operational, response and recovery activities
- Acts on behalf of TDEDS as necessary during response activities
- Ensures TSA EDS practices and service delivery are consistent with policies and mission of The Salvation Army in Canada and Bermuda
- Ensures effective service delivery consistent with emergency social services (ESS) and EDS mandates of The Salvation Army as negotiated with governments within defined contractual, budgetary, legal and other requirements.
- Maintains and promotes a positive image of The Salvation Army by providing a high calibre of professional service and by being courteous, cooperative and helpful at all times
- Supports The Salvation Army’s mission and demonstrates the Core Values
- Takes responsibility for own ongoing professional development to remain current with emerging trends within the disaster and emergency management field
QUALIFICATIONS AND EDUCATION REQUIREMENTS:
Education, Qualifications and Certifications:
- Completion of post-secondary education in disaster and emergency management or a related field
- Specialized diploma or certificate in disaster and emergency management an asset
- Additional specializations in health care, mental health, critical incident stress management and/or incident management an asset
- Successful completion of key National Disaster Training Program courses (Introduction to Emergency Disaster Services, Fundamentals of Holistic Care, Disaster Food Service and Canteen Operations, Incident Command System, Operations, Logistics) or ability to complete within 12 months.
- First Aid/CPR certification.
Experience and Skilled Knowledge Requirements
- Minimum of 3-5 years’ professional experience in emergency operations, response or recovery
- 3-5 years of progressively more responsible management experience preferably in a field relevant to disaster and emergency management programs
- Demonstrated in-depth working knowledge of applicable programs and services, legislation and policies as well as issues in federal emergency response
- Working knowledge of all Salvation Army emergency social services primary services programs, EDS programs and Salvation Army Social Service programs is an asset
- Respect and understanding of The Salvation Army – its mission, culture, and values.
