Position Summary

This is an exciting time to join the Territorial Headquarters (THQ) HR team as we have undergone a recent reorganization and are in the midst of identifying critical opportunities for growth and development within our team.

Reporting to the Territorial Director, THQ HR and Staffing Systems, the Manager of Human Relations is a hands-on, key contributor to the THQ HR team. This specific position is a generalist HR role that will provide deep satisfaction if you are a savvy communicator, you excel in providing and overhauling procedural supports, you have a depth and breadth of experience that enables you to give insightful and timely HR counsel, and above all if you are highly relational and have a passion for people and to be a partner dedicated to supporting departmental and organizational goals.

The Manager of HR will be a self-starter, and be positioned to deliver expert advice and ensure service delivery for a broad range of HR activities.  In providing timely and strategic counsel, you’ll support and advocate for employees, and also actively engage with THQ leaders to help them attract, develop, retain and promote the right talent to sustain and evolve TSA mission and culture.

KEY RESPONSIBILITIES:

As a strategic HR advisor, this position provides expertise and leadership in areas of communication/training, talent acquisition, performance management, employee relations, leaves management and health & safety.  Engaging a collaborative approach will be needed to build and grow alignment of department practices with HR practices, while developing trusting partnerships with THQ employees and management.  In addition to day-to-day HR leadership, there will be opportunities to lead and/or support new HR projects, as well as extensive liaising with other internal HR teams such as Compensation & Benefits, Healthy Workplaces, etc.  Other specific accountabilities will include:

  • Supporting management to identify, prioritize and build behaviours, structures and processes that aid the design of meaningful jobs to enable their strategy, create powerful team cultures, ensure the recruitment of the right talent, planning for succession and transition, and coaching to develop high-performing teams
  • Advising THQ staff and leaders in the effective analysis and documentation of jobs and organization structures, supporting clear job evaluation and salary administration, as well as consistent performance coaching so employees experience fairness and clarity as leaders provide feedback and coaching for development
  • Assessing and managing risk, and effectively facilitating employee relations solutions, investigations and exits in a manner which demonstrates the value TSA places on the dignity of all people
  • Providing support to management and staff, overseeing end-to-end occupational and non-occupational leaves, return to work processes, and accommodation requests through WSIB and the TSA disability insurer
  • Facilitating end-to-end talent acquisition processes to ensure a highly responsive, engaging and effective experience for hiring managers, candidates and new hires
  • Facilitating and communicating employee changes (new hires, promotions, leaves, etc.) to management and payroll
  • Ensuring internal follow through and compliance with TSA health & safety processes and legislative requirements
  • Participating on the THQ Health & Safety Committee as an Advisor

QUALIFICATIONS AND EDUCATION REQUIREMENTS:

The successful candidate will rely on at least 5-7 years of success as an HR generalist, founded on an ability to quickly establish credibility as a trusted advisor.  In addition, the educational foundation for this position will require a degree or diploma in social sciences, human resources, industrial relations or a related field.

Preference will be shown to those candidates with a CHRP or CHRL designation and/or those who are bilingual French/English.

PREFERRED SKILLS/CAPABILITIES:

If you’re still interested and want to assess further, here are a few more abilities and skills that will support success in this role:
