As part of the THQ EDS department, and working closely with all Divisions, the MPDRR provides valuable leadership to The Salvation Army’s Emergency Disaster Services (EDS) across the territory.
KEY RESPONSIBILITIES:
Accountabilities
Preparedness/Mitigation/Disaster Risk Reduction
- Assists with planning, organizing and directing the TSA EDS preparedness, mitigation and disaster risk reduction (DRR) planning within the territory
- Oversees Humanitarian Workforce Project (Operation: Red Shield Readiness) funded by Public Safety Canada
- Participates in and assists in leading TSA activities for national level disaster response, special events, tabletop exercises, and mock disasters
- Works with academic institutions on research related to mitigation and preparedness for vulnerable populations
- Works with divisions to ensure a state of readiness to respond to emergencies and disasters when called upon
- Assists in the development of goals, objectives and budget requests for the emergency planning and disaster preparedness function
- Procure and maintains regional stockpiles of materials and equipment (such as PPE, bottled water, clean-up kits, etc.) for use nationally
- Participates in the forecast of funds needed for staffing, equipment, materials and supplies
- Provides leadership for Salvation Army activities related to Emergency Preparedness Week
- Develops, leads, implements and maintains capacity building program
- Responsible to ensure all TSA EDS assets (i.e. Community Response Units) are maintained and ready to respond at all times
- Conducts regular inspections of TSA EDS equipment and vehicles
- Regularly evaluate EDS programs to maintain consistency and readiness
Emergency Response/Recovery
- Assists the TDEDS with planning, organizing and directing the TSA EDS emergency response within the territory, as needed
- Helps to coordinate the availability of adequate TSA resources for an EDS response using the Incident Command System (ICS)
- Ensures preparedness and disaster risk reduction activities are implemented with consistency across the territory
Human Resources
- During territorial EDS activities, may direct and motivate EDS personnel under the incident command structure
- Helps establish preparedness requirements as a territorial standard
- Serves in a consultative role to divisional staff in the process of developing roles and responsibilities and may act as the direct point of contact at THQ for divisional incident commanders and/or DDEDS during disaster preparedness operations
- Works closely with Divisional Directors of EDS EDS and Territorial Manager of EDS Training and Planning to ensure proper preparedness and DRR plans, and procedures are in place
- Maintains relationships with all relevant stakeholders, including government, vendors and partners
Administrative/Financial
- In consultation with relevant stakeholders, develops and maintains territorial EDS documentation including policies, procedures, and standard forms
- Participates in meetings and committees with Divisional Directors of EDS and other EDS personnel as required
- Prepares and submits reports and statistics as required to THQ leadership and relevant stakeholders
- Demonstrates diligent stewardship of resources
Organizational Responsibilities
- Assists the TDEDS with planning, organizing, evaluating, and monitoring the Canada & Bermuda Territory’s emergency disaster services program for prevention/mitigation, preparedness, response and the recovery
- Develops and recommends policy related to EDS preparedness and DRR activities
- Acts on behalf of TDEDS as necessary during response activities
- Ensures TSA EDS practices and service delivery are consistent with policies and mission of The Salvation Army in Canada and Bermuda
- Ensures effective service delivery consistent with emergency social services (ESS) and EDS mandates of The Salvation Army as negotiated with governments within defined contractual, budgetary, legal and other requirements
- Maintains and promotes a positive image of The Salvation Army by providing a high calibre of professional service and by being courteous, cooperative and helpful at all times
- Supports The Salvation Army’s mission and demonstrates the Core Values
- Takes responsibility for own ongoing professional development to remain current with emerging trends within the disaster and emergency management field
QUALIFICATIONS AND EDUCATION REQUIREMENTS:
Education, Qualifications and Certifications
- Completion of post-secondary education in disaster and emergency management or a related field
- Specialized diploma or certificate in disaster and emergency management an asset
- Additional specializations in emergency preparedness, project management or a related field an asset
- Successful completion of key National Disaster Training Program courses (Introduction to Emergency Disaster Services, Fundamentals of Holistic Care, Disaster Food Service and Canteen Operations, Incident Command System) or ability to complete within 6 months.
- First Aid/CPR certification
Experience and Skilled Knowledge Requirements
- Minimum of 3-5 years’ professional experience in emergency planning and preparedness
- 3-5 years of progressively more responsible management experience preferably in a field relevant to disaster and emergency management programs
- Demonstrated in-depth working knowledge of applicable programs and services, legislation and policies as well as issues in federal emergency response
- Familiarity with the Sendai Framework for Disaster Risk Reduction 2015-2030
- Working knowledge of all Salvation Army emergency social services primary services programs, EDS programs and Salvation Army Social Service programs is an asset
- Respect and understanding of The Salvation Army – its mission, culture, and values
