Job Description
POSITION SUMMARY
The Manager of Ontario Works is responsible for effectively monitoring front line operations related to the delivery of Ontario Works. This includes the establishment of monitoring processes to ensure Ministry legislation, policy as well as local policy and procedures are adhered to. In addition, the Manager of Ontario Works works with the Quality Assurance Unit to develop and update training requirements that are in line with departmental and Ministry expectations. The Manager of Ontario Works also coordinates all leasehold, logistical and operational changes that are necessary to maintaining a safe and customer centered work environment across 5 satellite, 2 branch office locations and services delivered at the Administration Centre.
DUTIES AND RESPONSIBILITIES (not listed in order of priority)
1. Under the direction of the Director of Ontario Works the Manager of Ontario Works will monitor the delivery of the Ontario Works program to ensure that Ministry expectations and legislative requirements are achieved and locally developed policy and procedures are adhered to.
2. Work directly with the Director of Ontario Works to develop standards that willensure the integrity of income and employment supports which include customer centered practices as well as the timely completion of applications for social assistance.
3. Development of standards related to the application process is anintegral part of the delivery of the Ontario Works program. The development and ongoing monitoring of a comprehensive file review process that complies with Ministry standards and expectations in an integral component.
4. Manage a broadrange of activities and initiatives in the areas of customer service, staff engagement and support.
5. Oversee and coordinate projects related to the provision of a safe working environment for staff who work within 5 satellite, 2 branch office locations and the Administration Centre. Activities include planning for current and future spacing requirements as well coordinating scheduled and approved leasehold improvements.
6. Work closely with the Supervisor of QualityAssurance regarding the identification of training requirements for front line staff that adheres to the County of Simcoe’s Vision, Mission and Values as well as meets Ministry requirements relating to policy and directive changes.
7. Represent the Ontario Works Department and the Division on corporate and community initiatives and projects through various working groups.
8. Work closely with satellite Supervisors to ensure that programs and services are delivered in aconsistent manner with a strong focus on customer service and positive client outcomes.
9. Work closely with the Supervisor of Employment Services to ensure that compliance and performance outcomes are adhered to based on Ministry expectations and service agreements.
10. Work closely with the Administration team that oversees the Integrated Screening Unit (Call Centre), Emergency Assistance, Domiciliary Care and records management functions.
11. Prepare and present reports to County Council, Provincial Ministries and community planning bodies as required.
12. Assume responsibility for the department and/or division in the absence of the Director(s).
13. Provide supervision to divisional staff in a manner that motivates guides and directs employees to the realization of departmental goals and objectives. Maintains a work environment that promotes staff participation, teamwork and positive labour relations.
14. Develop and maintain the staff scheduling, orientation and training programs in partnership with the Supervisor of Quality Assurance and the Human Resources Department and oversees the day-to-day activities of staff according to County policies and guidelines.
15. Assist in the recruitment, evaluation, discipline and termination of departmental personnel as determined by the Director of Ontario Works.
16. Provide input into the development of budgets and ensures operating expenditures are within assigned authority and approved limits.
17. Ensures compliance and accountability with respect to Service Contract Management as required by the Director of Ontario Works.
18. Ensures compliance with provincial and County occupational health and safety legislation, regulations, policies and procedures.
19. Ensures confidentiality is maintained in accordance with the Municipal Freedom of Information and Protection of Privacy Act, other related and applicable legislation and internal policies.
20. Provide input into the development and implementation of related policies and procedures.
21. Participate in committees as required.
22. Perform other duties as assigned.

EDUCATION, TECHNICAL SKILLS AND CERTIFICATION
- Strong knowledge of social service administration obtained through a degree or diploma in the Social Sciences or related discipline, or equivalent.
- Demonstrated supervisory skills and ability to interpret and apply employment policies and collective agreements.
- Strong interpersonal and oral communication skills.
- Demonstrated project management and presentation skills.
- Thorough knowledge of the County’s role as Municipal Consolidated Services Manager which includes function, Legislative framework, and service integration.
- Ability to interpret statistical data as it relates to outcomes and performance levels.
- Ability to interpret a variety of legislation, explain complex issues and make timely decisions in accordance with appropriate legislation, the needs of the organization and public.
- Knowledge of word-processing, presentation software mediums and spreadsheet application skills.
- Valid G Class Driver’s license and access to a reliable vehicle.
- Ability to speak and write French would be considered an asset.
- Criminal reference check with vulnerable sector clearance.
EXPERIENCE
- A minimum of six (6) years’ experience in the municipal/provincial/public sector in progressively responsible positions in the areas of social services administration, including two (2) years as a Manager within the Social Services Sector or similar position is preferred.
- Knowledge of, and demonstrated ability in the following competencies including but not limited to customer service, excellent verbal and strong written communication skills, team work, initiative/self management, accountability, flexibility and adaptability.
- Experience in the supervision of staff and the administration of employment policies and collective agreements.
EFFORT
- Visual and mental effort required when preparing and presenting reports to Committee, Provincial Ministries or community planning bodies.
