About Us

The Maintenance Enforcement and Victim Services Division of the Department of Justice is responsible for providing support to victims of crime, including their families and children, including assistance with benefits owed to them through a maintenance support order and ensuring that there is improved access to these critical programs for vulnerable groups who need them.

The Maintenance Enforcement Program (MEP) is a free service of the Nova Scotia Department of Justice that helps you make or receive court-ordered maintenance payments when your court order is enrolled with the program and can take steps to enforce maintenance orders when payments are not made. The MEP operates under the laws set out in the Maintenance Enforcement Act. Benefits of enrolling in the MEP include: we keep an accurate record of all payments made and received; we protect your personal information; we act as a buffer between payors and recipients; we work with the MEPs in other provinces if the payor or recipient live outside Nova Scotia; and we can take enforcement action if payments are not made. No one other than MEP can enforce an order to pay maintenance.

About Our Opportunity

As the Manager, Policy and Compliance, you are accountable for the compliance, development and implementation of legislation, policies and procedures for the Maintenance Enforcement Program (MEP). You are also responsible for the implementation and evaluation of compliance measures. This involves ensuring the verification of data, policy compliance, audit functions and file review processes. In addition, you provide oversight of any changes to the MEP computerized case management system. This position reports to the Director, Maintenance Enforcement Program.

Primary Accountabilities

  • Serves as change champion, working collaboratively with the management team to ensure the organization has the capacity and resources needed to navigate change successfully with a focus on continuous improvement and client service excellence.
  • Ensures ongoing policy improvements for the MEP.
  • Ensures compliance and consistency with MEP policy and procedures, the Maintenance Enforcement Act, the Interjurisdictional Support Orders Act, and other legislative acts.
  • Ensures the effective management and allocation of resources and the maintenance of audit records.
  • Provides leadership to the MEP, Management Team and staff.
  • Performs operational coverage for Operations Managers and/or the Director of Maintenance Enforcement.
  • Represents the Department at various forums at the provincial and national levels.
  • Collaborates with various stakeholders including the Deputy Minister, Minister, Members of Parliament, Director of Risk Management in relation to program operations, and program improvements.
  • Regular contact with maintenance enforcement agencies and experts in other jurisdictions within Canada and internationally.

Qualifications and Experience

To be considered for this opportunity, you have a bachelor’s degree in addition to several years of related experience in areas such as policy and procedures, and/or compliance. An equivalent combination of training and experience may be considered.

You have experience interpreting policies, making decisions on policy requirements, and submitting recommendations, along with experience in the implementation and evaluation of compliance measures.

In addition, you have strong analytical, problem solving and negotiation skills which will assist you to address operational deficiencies, resolve client and stakeholder complaints, and manage operational and policy issues. You are effective at managing, organizing, and prioritizing your work, while meeting deadlines. Furthermore, you possess strong communication, and interpersonal skills which will allow you to build strong relationships with stakeholders.

We will assess the above qualifications using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Working Conditions

Majority of time is spent in a comfortable office setting.

May be required to work overtime.

There may be occasional travel required.

The position involves pressure to meet deadlines, to respond to issues that impact on operations, and to deal with clients who are not in agreement with enforcement actions.
