Parking Services Manager

Duties:
Manages the activities, policies, and procedures of the Parking Section and ensures its strategic alignment with corporate goals, guiding principles, and management commitment.

Plans the operation, optimization and maintenance of the City’s parking infrastructure and systems, to meet current and future demands.

Oversees the enforcement of parking violations, including the operation of a dispatch station and process serving for the City’s bylaw violations and criminal matters.

Develops procedures, programs, and communications to enhance internal stakeholder development and oversees the administration of civic employee parking.

Manages assigned staff; assigns work schedules, assesses staffing needs, identifies and pursues other resources if necessary and performs layoff and recall. Plans and approves staff development. Conducts performance management and, when required, disciplinary action.

Provides leadership, support and mentorship while integrating service delivery models, administering service contracts, and managing projects.

Collaborates with the Finance Division in establishing and maintaining appropriate revenue control procedures.

Assists the Division Director, prepares and administers the operating and capital budgets for the section, including revenue and expenditure analysis, financial planning, and rate justification.

Ensures effective and efficient service delivery and revenues by reviewing internal and external service delivery methods, conducting trends analysis, managing marketing strategies, and assessing customer satisfaction.

Responsible to communicate the parking policy position of the corporation to the public, media, City Council and other stakeholders for matters related to Parking and inquiries that are referred to the Division.

Acts as liaison within other Departments and Divisions within the corporation to coordinate and establish programs and objectives related to Parking.

Collaborates with the Communications Division, General Manager and Director on the development of public education programs related to parking.

Acts as advisor to the business community, government agencies, property owners, consultants, private parking operators and the public regarding parking matters.

Prepares and presents written and oral reports in response to enquiries of City Council, Committees of Council, senior administration, and the public.

Implements appropriate safety standards and promotes a safe work environment.

Acts as Director of Community Standards, as required.

Performs other related duties as may be assigned.

Qualifications:
Degree in Commerce, Engineering, Urban Planning, Business Administration, or related discipline

Seven to nine years progressively responsible experience in public administration including planning, design, operation, enforcement and maintenance of parking or related business systems, including five years’ experience in a supervisory or management role.

Registered in the applicable professional association such as Professional Accounting designation (CPA), Association of Professional Engineers and Geoscientists of Saskatchewan, Canadian Institute of Planners, or Association of Community Planners of Saskatchewan.

Possession of a valid Saskatchewan Class 5 Driver’s Licence and a vehicle suitable for use in the performance of duties.

Current driver’s abstract from SGI demonstrating a safe driving record.

Extensive knowledge of the principles and practices of parking planning and operations in a municipal environment.

Thorough knowledge of applicable municipal regulations, bylaws, and provincial legislation.

Demonstrated ability to establish and maintain effective working relationships with the public, industry, professionals in various fields, and civic officials.

Demonstrated possession of strong communications skills both orally and written, and proven ability to deal with difficult people and situations.

Knowledge of generally accepted accounting, budgeting and financial procedures.

Thorough knowledge of customer service issues, standards, measurement and policies.

Demonstrated ability to resolve complex issues in a multi-disciplinary environment, including conflict management, facilitating collaboration amongst stakeholders, and delivering projects on schedule within budgetary constraints.

Salary:
$89,161.20 to $104,649.36 per annum (2018 rates)
