Reporting to the Vice President, Resource Stewardship & CFO, the Director, Finance is responsible for leading the planning, development and execution of the Home and Community Care Services (HCCSS) Hamilton Niagara Haldimand Brant (HNHB) financial plan and enabling programs/services in support of the delivery of outstanding patient care. The Director ensures that the finance department meets the highest standards of quality and control, while planning, directing and organizing the departmental functions for providing efficient, effective and quality services to all other departments. The Director is responsible for maintaining and updating financial systems consistent with generally-accepted accounting principles (GAAP) and effective audit standards.
Core Duties – Responsibilities:
Department Planning, Development and Management
Plans, directs and organizes the Finance department including budgeting, accounting and payroll while ensuring consistency with policies, procedures and overall mission, philosophy and goals of HCCSS
Develops an annual work plan including determination of priorities and development of performance indicators – scope includes payroll, accounting (accounts payable), financial reporting and audit
Leads the development of finance-specific strategy that is aligned with the organization’s strategic priorities; provides strategic, operational, and programmatic financial support and guidance to the senior leadership team
Leads the development of the entire HCCSS budget in the context of changing sector and organization demands such as new initiatives from Ministry of Health (MOH); ensures alignment with strategic and operational business
In partnership with operations staff, develops a system for forecasting, monitoring, and reporting on revenues and expenses (including staffing, service utilization, and other associated expenses)
Monitors financial results and expenditures by using variance analysis, forecasting methodologies and comparison to the fiscal budget.
Reviews, creates and updates internal control procedures for the organization
Develops policies and standards for approval by the executive team
Ensures internal and external reports are prepared on a timely basis. Reviews reports for trends and identification of issues
Plans year-end procedures, prepares and oversees the external financial statement audit
Oversees the planning and preparation of other audits, as needed (e.g., Canada Revenue Agency, Office of the Auditor General of Ontario)
Creates and monitors a function-specific risk management plan, monitors and creates action plans for mediation, where required
Ensures compliance with all legislation and regulation
Participates in and/or leads internal and sector committees and initiatives, including partnerships with other HCCSS organizations or service providers
Ensures in-depth system analysis of all accounting documents and functions, including verifying appropriate data transfers between systems (i.e. capital assets, payroll, human resources, etc.) and initiates and aids in the development of system improvements.
Ensures accounts are reconciled on a monthly, quarterly or as needed basis, for audit and control purposes. Conducts periodic audits to ensure accuracy and efficiency of finance and accounting systems, records and processes.
Implements required systems such as Quadrant, Great Plains, financial analysis and budgeting software and various reporting and information request from the MOH.
Management of Human Resources
Provides leadership and oversight to staff, including work delegation, coaching, performance management and goal setting.
Leads, participates in and demonstrates an understanding of quality, risk and patient safety principles and practices. Follows all safe practices and procedures to support a safe patient and employee working environment.
Partners with other HCCSS leaders and staff to cooperate across functions to deliver and align projects, initiatives or services.
Participates in and contributes to provincial inter-HCCSS planning and engagement activities, as required.

Promotes patient safety in alignment with the Vision, Mission, Values and Strategic Directions of HCCSS
Works within the basic principles of patient safety by doing the right thing for the right patient, using the right method at the right time
Adheres to HCCSS’s patient safety policies and procedures
Qualifications:
Education
Bachelor’s Degree in Finance, Business Administration, Economics, or Mathematics or a relevant field preferred
A professional accounting designation such as a CA, CGA or CMA is required
Experience
5 to 7 years’ experience in progressively responsible related accounting positions including 3 to 5 years in a management role
Skills & Abilities:
Knowledge of the Ontario health sector and sector-specific finance and economic context, specifically MOH funding and reporting criteria
Breadth and depth knowledge of finance and accounting practices and standards, including legislative and regulatory environment
Management skills in support of strategic and operational planning, budget development and maintenance, and people leadership
Working knowledge of best practice and leading financial practices and procedures
Program management and accountability
