Major Responsibilities:
Reporting to the General Manager, Toronto Water, the Policy and Planning Advisor, will provide senior level strategic advice, manage projects, develop and analyze policy options for the consideration of the General Manager and Divisional Senior Management team. Responsibilities will relate to the implementation of various programs or initiatives associated with Toronto Water’s Strategic Plan.

Develops and implements detailed plans and recommends policies regarding program specific requirements.

Manages assigned and self-initiated projects, ensuring effective teamwork and communication, high standards of work quality and organizational performance and continuous learning.

Conducts research into assigned area ensuring that such research takes into account developments within the field, corporate policies and practices, legislation and initiatives by other levels of government.

Ensures that the project expenditures are controlled and maintained within approved budget limitations.

Consults and provides strategic advice to the General Manager and Divisional Senior Management team regarding research, reports and corporate initiatives

Develops options for policies, management/operational practices, key performance measures and recommends changes to support management functions and improve efficiency and effectiveness of service delivery

Directly manages projects as assigned by the General Manager

Drafts reports for the General Manager on corporate and divisional issues, projects and related matters

Drafts/develops presentations for the General Manager on corporate/divisional initiatives and/or other required topics

Drafts responses and provides guidance in the development of briefs, policy documents and other material

Deals with confidential and sensitive information affecting Toronto Water operations, assets and resources

Analyzes the potential impact of proposed legislation and regulations and recommends change to operational policies

Maintains a continuous and thorough knowledge of current water industry, corporate and other divisions’ issues and initiatives

Participates on various Committees and Task Forces as a divisional representative

Key Qualifications:
Post-secondary education in a discipline pertinent to the job function combined with relevant experience, or equivalent combination of education and experience.

Extensive experience providing senior level strategic advice, and policy/program development and evaluation.

Extensive experience in the effective delivery of project management involving multiple stakeholders.

Extensive experience in preparing comprehensive reports and developing presentation materials on various topics.

Knowledge and understanding of federal, provincial and municipal legislation governing the water industry.

Ability to operate in a leadership role, identify needs, initiate, coordinate and manage the implementation of solutions in response to divisional issues.

Knowledge and understanding of municipal services provided by Toronto Water and strategic direction.

Research and analytical skills to support development of policy, procedures and best practices.

Well-developed communication and interpersonal skills with an ability to build effective working relationships with a broad range of stakeholders throughout all levels of the organization.

Ability to identify opportunities for improvements to service efficiency and effectiveness and customer service delivery.

Ability to exercise independent judgment and discretion in dealing with matters of a confidential/sensitive nature as it relates to Council, other senior staff, management and unionized employees.

Ability to work independently and exercise discretion and independent judgment regarding matters of significance.

Ability to perform well under pressure, manage competing demands, be proactive, show resourcefulness, and adapt well to changing circumstances.
