Bi-Weekly Hours: 75.0 hours Bi-weekly / Days (Monday – Friday)Reporting to the Director of Child and Family Services, the Program Development Manager provides high quality advice and direct support to the senior management within Child and Family Services. This position is responsible for ensuring that all of the division’s strategies, policies and programs are evidence-informed, coherent, and responsive to Government’s mandates and other commitments. The position will serve as Chair of the Child and Family Transformation Committee in an effort to streamline services and supports to provide efficient, effective and consistent services within Child and Family Services. This position will lead the Child and Family quality improvement initiatives and program renewal to streamline services and supports, focusing on outcome monitoring and ensuring effective and consistant services delivery within Child and Family Services. Duties will include but are not limited to: Provides expert analysis and information to the Director of Child and Family Services, and senior government officials within the Department and across government to support proposed policy, program, and/or process changes; Supports the Director and Deputy Minister and the Senior Management Team in communicating and promoting the Division and Department’s strategic policy direction. This includes preparing submissions to Cabinet Committees, Executive Council and Treasury Board as well as to key stakeholder groups; Provides expert advice to senior management in the proper design, development, implementation and measurement of evidence -based Departmental policies, programs and services; Provides leadership, supervision, management, and expertise to 6 staff within program and system planning team; Leads major policy and program development initiatives in collaboration with senior management to provide leadership for a sustainable public service system which is responsive to client needs, maximizes accountability and effectiveness in achieving the Divisions mandate; Provides leadership and guidance to directors, managers, and staff in the ongoing development of divisional strategic planning, particularly in relation to challenging and complex issues within Child Family Services; Oversees the Division’s service reviews and ensures effective integration of internal and external recommendations are addressed, implanted and embedded in practice; Leads performance improvement, planning, monitoring, evaluation, reporting, and dissemination for the Division; Synthesizes and applies leading practice knowledge and skills in the successful implementation of strategic initiatives, including the development of a robust monitoring framework through the assignment of key performance indicators, with set milestones and key deliverables; Develops, implements and monitors the Divisions evaluation and performance monitoring system for mandates, policies, and programs; Provides expert advice and decision making on current / leading methodologies and practices related to project management and performance improvement. Establishes and fosters relationships and acts as a Liaison with NGO partners and key stakeholders; Leads education/training, organizational development and change management initiatives for the Division; Ensures consistency with best practices and national standards, provide opportunities for staff within the Child and Family Services system to participate in training and education information related to system performance and strategic and business planning Evaluates project plans and identifies change management initiatives required for successful project implementation; Works with Mangers in planning, developing and executing change initiatives across the organization that increases employee adoption, manages people impacts, minimizes resistance and ensures objectives are met on time and on budget. Develops and delivers a clear strategic communication for the vision, plans and objectives of change, creating alignment with the strategy and to create widespread participation and shared ownership; and perform other related duties as required.
Qualifications
Minimum Qualifications: – A Master’s degree in a related field (e.g., humanities or social sciences, etc.) – Extensive experience (5+ years) in developing program and or policy research, development, implementation and evaluations.- Extensive experience (5+ years) in program design, development, implementation and evaluation, as well as in project management and change management.- Considerable management experience (3- 5 years) including staff management and budget management.- Experience leading teams and projects- Demonstrated Equivalencies will be considered. – Excellent strategic, problem solving and analytical skills- Excellent leadership, interpersonal skills, facilitation and conflict resolution skills – Good previous work and attendance record and acceptable Criminal Record Check, Vulnerable Sector Check, and Child Protection CheckOther Qualification: – Lean Six Sigma is considered an asset- Recent and Relevant experience in Social Services is considered and asset.- Credentialed Evaluator, Project Management, or Change Management designation considered assets- Coursework completed in public policy, public administration, evaluation, and/or project management considered assets- Knowledge of Indigenous communities and impacts of historical trauma due to colonization, residential schools and 60’s Scoop considered an asset.Please ensure the application clearly demonstrates how you meet the noted qualifications as applicants will be screened based on the information provided.
