Job Summary
The Project Manager II manages the entire project lifecycle of medium scale or complex projects including developing project plans, assembling project teams, assigning individual responsibilities, identifying appropriate resources needed, and developing schedules to ensure timely completion of projects.
The Project Manager II works collaboratively with key stakeholders and provides leadership in the analysis, design, selection, operationalization and support of campus-wide learning technology applications and/or services to satisfy business requirements.
The position requires a high degree of inter-organizational and intra-organizational coordination and the ability to work effectively across diverse organizations to gain consensus of stakeholders, as well as the ability to effectively manage and motivate project teams, and work to identify opportunities and to resolve challenges.
Organizational Status
The Project Manager II reports to the Senior Manager, Learning Applications, Integrations, and Analytics and works very closely with CTLT and UBC IT Learning Applications staff, campus stakeholders, vendors and external institutions.
Work Performed
Specific Duties:

Develops a solid understanding of pedagogical (business) needs driving learning technology implementations.

Develops strategies, provides leadership in developing technical specifications and conducts comprehensive reviews of the literature and the software / open-source market.

Leads consultation, facilitation and consensus building involving a diverse cross-university stakeholder to determine requirements for learning technologies (technical and pedagogical needs), applications and services.

Liaises with Procurement to ensure processes are followed; participates in and/or leads contract negotiations for the University.

Convenes working groups to discuss various topics of interest with a variety of cross-university stakeholders.

Analyzes and introduces process change that results from technological improvements or implementations. Manages resulting change.

Monitor project scope, schedule, budget and other key aspects to ensure successful project delivery.

Create project charters, project plans, risk logs and contingency plans for multiples project streams and present to Executive Sponsors, Associate Deans Academic, and Governance Committees.

Allocates resources to projects according to project plans and resource availability.

Develop schedules and timelines for the various departments to ensure work performed is completed on schedule

Identify stakeholders, engage and consult with stakeholders internally within Faculties, CTLT and UBC IT and with client groups within UBC to gather requirements and to ensure that technical/infrastructure and integration requirements are met for medium-to-large sized projects

Prepares CTLT budget estimates and quotations based on project infrastructure and service requirements that are incorporated into larger campus project budgets.

Provide project management for the delivery of assigned projects, ensuring all project activity is correctly monitored, measured and reported on so that all milestones and deliverables are on time

Coordinates the activities of the project team to ensure all project deliverables can meet timelines and goals.

Hires and trains project staff and student staff to ensure project commitments can be met.
Core Duties

Initiates projects following appropriate project management methodology including gathering and defining project requirements, developing project charters, project plans, budgets and schedules, identifying staffing requirements, and forming project teams.

Selects and follows project management methods, procedures, and quality objectives, and tracks metrics for assessing progress.

Balances workload, provides technical and analytical guidance and work direction to project team, including scheduling, assignme nt of work, review of project efforts and removal of roadblocks which may inhibit project success.

Ensures that all team members have the tools and training required to perform effectively, and provides the team with constructive feedback as it pertains to project performance.

Assesses variances from the project plans, budgets and schedules, develops and implements changes as necessary to ensure that the project remains within specified scope and is within time, cost, and quality objectives, and keeps management aware of the situation.

Conducts formal review with business sponsor at project completion to confirm acceptance and satisfaction.

Identifies potential areas for improvement in current methodologies and provides guidance to other les s experienced project managers.

Develops and maintains a productive working relationship with project sponsors, vendors and key clients.

Maintains appropriate professional designations and up-to-date knowledge of current information technology techniques and tools.

Performs other related duties as required.
Consequence of Error/Judgement
CTLT provides enterprise learning technology solutions to the university community. The Manager plays a significant role in the determination and analysis of needs, leading to technology investment. Failure to achieve strategic goals would negatively impact teaching and learning, as well as the university’s reputation.
Supervision Received
Works under administrative direction of the Senior Manager, Learning Applications, Integrations, and Analytics with guidance from the Senior Manager, Learning Applications, UBC IT. Results are reviewed for achievement of overall and long-term objectives and broad strategic goals. Has interdependencies with members of UBC IT Learning Applications and CTLT. Must be able to work independently.
Supervision Given
May supervise or coordinate technical staff, either directly or through delegates.
Minimum Qualifications
Undergraduate degree in a relevant discipline. In-depth knowledge of applications and the business requirements supporting them. Minimum of five years of related experience, or the equivalent combination of education and experience.
