RESEARCH POLICY ANALYST

If so, consider this challenging opportunity with the Postsecondary Accountability Branch where you will participate in policy, program and issue analysis and lead assigned projects in support of major policy development initiatives.

What can I expect to do in this role?

You will:

  • undertake policy, program and issues analysis and assigned projects
  • plan, undertake and coordinate quantitative and qualitative research and analysis
  • work with statistical software
  • participate in economic studies and analyze economic data
  • analyze financial statements and other related information
  • participate in the design and development of operational guidelines, benchmarks and related criteria
  • develop and maintain contacts with key internal and external stakeholders
  • provide support and consultation to ministerial and sector working groups
  • prepare presentations and briefing materials for senior levels of staff and government
  • provide input into the development of communication strategies
  • prepare and document research results and findings and provides recommendations to senior management

How do I qualify?

Research and Analytical Skills:

  • You have experience applying research and analytical techniques, including survey techniques, performance measures, and financial modelling to conduct environmental scans, trends analyses, quantitative and qualitative research and costing of programs/policy changes, in support of policy and program decision-making
  • You have experience conducting, leading, and/or participating in research and analysis projects
  • You have knowledge of economic, financial and statistical analyses and design to organize and present research findings, determine relationships, make recommendations and project estimates

Communication, Presentation and Consultation Skills:

  • You demonstrate oral and written communications and presentation skills to provide and exchange information with senior staff and to draft policy papers, reports, analyses, draft correspondence, briefing notes, and materials for cabinet submissions
  • You have persuasion, consultation, conflict resolution and facilitation skills to contribute to policy teams and liaise with other branches, ministries and stakeholders to identify potential issues and problems and develop solutions

Program Analysis and Policy Development Knowledge:

  • You have knowledge of program analysis, evaluation and policy development principles and techniques, and government decision-making processes to assess the effectiveness of new/changed policies and programs and to provide recommendations on policy and program change
  • You can understand program and grant administration, including transfer payment agreements and reporting
  • You know risk management principles, accounting principles and the ability to interpret and apply relevant legislation and understand critical issues impacting the post-secondary sector

Computer Skills:

  • You have experience using a variety of computer software applications such as word processing, spreadsheets, programming and data base maintenance and statistical software, project scheduling and internet to research and prepare own materials
