Anti-Asian Racism Framework – Consultancy

The Canadian Race Relations Foundation (CRRF) is dedicated to the elimination of racism and all forms of racial discrimination in Canadian society.  CRRF was created by the Government of Canada as a Crown Corporation in 1996, as part of the Japanese Canadian Redress Agreement, to reaffirm the principles of justice and equality for all in Canada.

The CRRF is seeking a consultancy to develop CRRF’s anti-Asian racism framework.  The goal is to identify key stakeholders and understand the current landscape of anti-Asian racism to inform the CRRF in developing and supporting a collaborative framework.  The framework seeks to support capacity building in impacted communities and foster coordination and collaboration to eradicate anti-Asian racism.[MH1] 

The deliverables include:                                                               

  • Conduct an environmental scan and mapping of key stakeholders (i.e., networks, coalitions, community groups, academic researchers) working primarily on addressing anti-Asian racism across Canada; 
  • Facilitate community consultations with key stakeholders in impacted communities;
  • Provide a comprehensive assessment report identifying:
    • needs/challenges/successes of key stakeholders in impacted communities;
    • nuances of various cultural communities and regional differences, including, how to honour the unique approaches/strategies undertaken by existing groups or coalitions;
    • interests of key stakeholders in joining a CRRF convened anti-racism framework;
    • scope of a national anti-Asian racism framework, including expected roles, responsibilities, outcomes; and,
    • key priorities and recommendations for CRRF programming to address anti-Asian racism.
  • Based on mapping and assessments submit recommendations for a defined collaborative model that CRRF will convene;
  • Develop a road map for the next 2 years to guide CRRF’s collaborative, national anti-Asian racism framework with guiding principles and terms of reference, as well as, clear, actionable recommendations and key messages.
  • You have lived experiences that shape and inform your work in addressing anti-Asian racism.
  • You can weave a national story of the actions, challenges, and directions of community groups working towards eliminating anti-Asian racism.
  • You understand the contemporary landscape and undercurrents of anti-Asian racism in Canada. 
  • You have experiences building strategic plans and priorities with government, non-profit, and/or community groups.
  • Your research and knowledge on anti-Asian racism in Canada will help CRRF to build a sustainable framework of action that empowers Asian Canadian communities, supports capacity building, and addresses systemic change.
  • You are committed to embedding the values of equity, inclusion, diversity and accessibility in your work.

All potential candidates are asked to submit all documents in pdf format.  Proposal must include the following documents:

  • Biography or resume of lead consultant (may also include biographies of other members of your consulting team, if relevant)
  • 3-5 page proposal including activities/content, process/methodology, impact, budget
  • 2-3 samples of published/unpublished reports
