Senior Policy Research Analyst

Under the general supervision of a Manager. The employee in this position performs professional interdisciplinary policy development and research. Responsibilities include developing, coordinating and managing the City of Regina policies to implement Waste Plan Regina, monitoring and annual reporting, as well as providing research and support for a variety of divisional priority projects.

The work requires the employee to exercise judgement, initiative and creativity. The nature of the work involves and requires a significant degree of independence, although the work is performed within the broad parameters and guidelines of divisional regulations, standards and policies. The employee may supervise a specific functional area of work as leader of a project team with a given focus while under the direction of a Manager. The employee may also supervise more junior staff.

Typical duties include:
Supervises subordinate staff members on a required project basis; assigns, evaluates and reviews work performed; provides guidance and expertise.

Advises and supports senior management and bodies of Council in the development of policies, strategies, alternatives, issues, systems and guidelines to manage the development of waste policies for all relevant sectors.

Conducts policy reviews. Monitors and evaluates implementation based on policy objectives and measures and prepares reports on annual progress.

Coordinates and manages City of Regina tracking related to policy changes.

Plans, conducts and prepares reports on waste policy. Conducts research and analysis including: public engagements; qualitative and quantitative studies; external/internal factors and their relative effects; interrelationships and implications on the formulation of corporate policies, strategies and programs; trend analysis; interdepartmental studies; environmental scanning and forecasting.

Coordinates and conducts policy project assignments by investigating problems and identifying issues; researches projects, assigns and organizes surveys, analyzes results and formulates recommendations; prepares and presents reports to various committees, agencies and boards as required.

Provides policy interpretation for waste issues to City departments and public.

Responds to project inquiries and correspondence from the general public, industry members and other stakeholders; explains matters of civic policy, regulations and bylaws.

Attends, participates and/or organizes meetings as required with Provincial and Federal Government agencies and committees, community or special interest groups and other groups; represents the division; makes presentations and answers questions on a project basis.

May prepare terms of reference for consultant and research studies; establishes selection criteria, undertakes initial evaluation of consultants and recommends selection; provides directions and professional guidance to consultants hired by the City.

Assists senior personnel in departmental budget preparations; develops project details impacting on budget and assists in preparing work plans.

Follows all rules and regulations as set out in the Provincial Occupational Health and Safety Act and the City of Regina Occupational Health and Safety Manual.

Performs related duties as required.

Candidates will be screened on the following criteria:

A degree in Science, Economics or related environmental or administrative policy development discipline.

Four (4) years of experience in Environmental community work, planning, policy work and research, in the human service field.

Knowledge or experience working in the waste management sector.

Knowledge of policy and applied social science research techniques (including meta, qualitative and quantitative) relating to demographics.

Knowledge of strategic, short and long-term goals related to waste industry.

Knowledge of policy development processes.

Knowledge of project management and change management methodologies.

Knowledge of legislation, government policy and programs and the regulatory environment of assigned policy areas.

Skills in Windows based software programs including Microsoft Office applications.

Knowledge of presentation techniques.

Knowledge of the general rules and regulations of the Provincial Occupational Health and Safety Act and City of Regina Occupational Health and Safety Manual.

Ability to define and solve problems.

Ability to work both as a team member and independently as required, demonstrating initiative, attention to detail, team commitment and integration and respect for deadlines.

Ability to manage change through decision-making, problem-solving and consensus building.

Ability to integrate different methodologies, policy areas, data, and approaches into activities.

Must be skilled in navigating politically sensitive issues at all levels of government as well as external organizations.
