This is supervisory, administrative and technical work in coordinating the work of various staff within Parks Operations. The Supervisor – Parks Operations plans, assigns, supervises and reviews the work of staff; prepares the operating budget and provides input into the operating and capital budgets; reviews, interprets and analyzes landscape design drawings; prepares asset management plans and participates in the development of short and long-term strategies, policies, procedures; maintains liaison with various internal and external contacts. The incumbent exercises considerable independence of judgement and action within established guidelines and discusses complex and policy matters with a supervisor. Work performance is reviewed in terms of conformance to established policies and procedures and effective and efficient delivery of services. Performs related work as required.
Qualifications include University Degree in a discipline related to the work supplemented with business administration courses and considerable related experience, including supervisory experience or an equivalent combination of education, training and experience. Considerable knowledge of construction costs, materials, practices and procedures related to Park design and development to evaluate landscape projects and to develop related project budgets; of the methods, practices and procedures involved in preparing and/or providing input into capital and operating budgets; and of asset management principles, practices and procedures for the development of Asset Management Plans for park landscape and infrastructure. Sound knowledge of the GIS system as it relates to integration with park landscape components and infrastructure layers. Sound knowledge of departmental policies, rules, regulations, procedures and practices related to the work. Ability to plan, assign, review and supervise the work of staff, to train and evaluate staff, and to participate in hiring. Ability to interpret and analyze landscape architecture designs submitted by external agencies and city staff for conformance to standards and specifications and to prepare reports to amend plans based on established guidelines and staff recommendations. Ability to establish and maintain effective liaison and working relationships with internal and external contacts; to act as the division’s representative on internal committees; to work independently to achieve goals, objectives and policies assigned by a supervisor. Driver’s Licence for the Province of British Columbia is required.
