The Territorial Compensation Manager will be responsible for the management and administration of the Territorial Compensation Program for The Salvation Army Canada & Bermuda Territory, including oversight of the Job Evaluation process, ensuring compliance with policies and legislation.
KEY RESPONSIBILITIES:
Strategy and Planning
- Responsible for the design, development and implementation of organizational compensation administration policies and procedures
- Research trends, changes to Human Rights and other legislation and ensure these are embedded into TSA policy and practice such that we are compliant with necessary legislative bodies
- Participate in the creation and design of business processes and system requirements for compensation and performance management modules for HRIS
- Recommend suggestions with organizational development as required – provide guidance and support to Divisional Directors in looking at amending organizational structures of local TSA units, jobs and reporting structures to obtain operational efficiencies
Compensation Management
- Manage the administration of salary planning, job description reviews and evaluation, external compensation surveys, and best practice research
- Oversee the ongoing review, development and implementation of compensation programs and policies including Pay Equity plans as well as annual merit programs
- Provide guidance to the HR Advisors and internal clients on best practices and help develop solutions to ensure compensation equity and job description quality
- Ensure compensation programs are fair, equitable, competitive and legally compliant
- Partner with Finance department to provide support in budget spreadsheet preparation by supplying HR information (i.e. compa-ratios, pay bands and salary ranges, etc.) to suit a variety of audiences
- Evaluate jobs using approved methodology, collaborating with HR staff across all levels to ensure that roles are valued fairly across the organization, with the aim of supporting leaders in executing strategy through a functional organization design
- Lead annual survey efforts, including recommending survey participation, role matching, and year-over-year analysis for compliance reporting
- Prepare pay recommendations based on job and organization design, market data, and internal equity
- Prepare compensation-related Board and Committee materials, prepare and present analyses, recommendations, and presentations to senior leaders and Executives
- Co-host/chair Territorial Job Evaluation Committee to review jobs and bring compensation related issues forward that require input and decision-making by senior leadership
- Analyze, develop and implement long and short-term projects related to salary administration, job evaluation, performance management, recruitment and selection, pay equity and salary surveys, liaising with third parties as needed
- Work closely with Divisional management to assess their needs, priorities and to influence and support their decisions in HR issues
- Conduct training sessions throughout the Territory as assigned
- Conduct organizational reviews of job groups or families to ensure criteria is applied consistently
QUALIFICATIONS AND EDUCATION REQUIREMENTS:
- Completion of university degree or equivalent
- Has or is working towards a professional designation: CHRL/CCP an asset
- 5-7 years of prior related experience, including consulting and managing in a relevant area

- High level of motivation and results orientation with experience in the development and implementation of management and compensation plans.
