The Public Works department keeps our community safe by providing clean, safe drinking water, a reliable sanitary sewer system, and storm-water drainage to help prevent flooding. This department manages the roads in our community, as well as the parks and cemetery, and collects your garbage and recycling. To help support these services, as well as those delivered by other departments, the Public Works department also manages the City’s fleet of vehicles. Reporting to the Public Works Utilities Supervisor, the Utility Technician supports the Utility Operations of the Public Works Department. The position requires extensive knowledge of Public Works Utilities including domestic and agricultural water distribution systems, sanitary sewers, and storm sewer systems. The Utility Technician involves working independently, with internal staff and contractors in an office and field environment. The position is a leadership role in developing, administering, monitoring and performing several key maintenance programs related to Public Works Utilities. Key Responsibilities: Is responsible as a technical advisor for the Public Works Utilities area providing high level knowledge of all systems and detailed knowledge of water distribution, sanitary sewer collection and storm water management. Investigates and solves utility related problems as assigned. Is responsible for the administration of the annual PRV Maintenance Program. Is responsible for annual Domestic and Irrigation Leak Detection Program. Is responsible for Confined Space Entry program for the Public Works Department. Is responsible for the provision of Public Works Utility locations as requested by the Roads and Drainage Supervisor, Utilities Supervisor or their designate. Is responsible for the in-house administration of sewer service video inspection program including inspection, documentation, correspondence and invoicing as required. Is responsible for utility service records management and maintenance of the system within the GIS platform. Is required to take after hours’ standby duties with full responsibility for the handling of any problems related to Public Works Operations. Responds to inquiries from the public and performs related work as assigned by Utilities Supervisor. Required Qualifications: Senior Secondary School Education or equivalent, supplemented with: completion of a minimum two (2) year technical or trade school training related to civil engineering, water technology, hydraulics, or plumbing; or the equivalent combination of related education and a minimum of 5 years’ experience related to Public Works Utility Operations. Environmental Operators Certification Program Water Distribution level 2 and Waste Water Collection level 1 combined with a minimum 5 years’ hands on experience on a Level 2 or higher Water Distribution System and a Level 1 or higher Sanitary Sewer System. Backflow Assembly Tester Certification. Valid B.C. Drivers’ License Class 5 with Air Brake Endorsement. Excellent computer skills on various software including but not limited to ESRI Suite, GIS, Microsoft Office Suite, etc. Operating knowledge of Trimble R2 GNSS receiver for GIS field collection or similar. Operating knowledge of fire hydrants, pumps, pressure reducing valves, air release valves, reduced pressure backflow devices, DCVA’s and related utility equipment. Courses or certificates in WHMIS, TDG, First Aid, Fall Arrest, Confined Space Entry, and Utility Locates. Ability to read, comprehend and interpret construction plans and specifications.
