Personnel Manager

As a key member of the Personnel team, the HR Personnel Manager is responsible for delivering and overseeing full cycle recruiting and field staffing for Horizon Drilling. The HR Personnel Manager will identify personnel requirements, evaluate recruitment standards and best practices and work with various managers to determine short-term and long-term recruiting plans. The HR Personnel Manager is responsible for scanning recruitment trends, environmental conditions and risk factors that impact Horizon’s recruiting in current and future states. He/she will ensure that appropriate recruiters/personnel coordinators are assigned to specific rig managers.

The HR Personnel Manager will supervise the personnel team and will develop strategies, goals and objectives for optimizing and improving the department.

Essential Duties and Responsibilities

Design, develop and maintain Horizon Drilling recruitment plan and process

Assist in preparing yearly recruitment expenditures for budget

Evaluate recruitment and selection criteria to ensure best practices are met and recommend revisions as required

Maintain current knowledge of human rights and employment standards

Act as a resource to Rig Managers and Field Superintendents for human resources related matters

Maintain Horizon Drilling’s social media accounts and ensure regular posts for attracting new employees

Actively participate in all workforce planning including site resource planning, transfers, trend analysis, and management/employee safety issues on site

Work with the General Manager on developing departmental goals and objectives

Ensure proper protocol is followed for employees, specifically regarding rig staffing and progressive discipline processes

Ensure Horizon rigs are fully crewed with qualified employees and encourage employee referrals

Research and recommend new sources for candidate recruiting

Advise Rig Managers on staffing policies and procedures

Conduct regular follow up with Rig Managers to determine effectiveness of recruiting

Review and evaluate applicant certifications and licences according to established hiring guidelines

Enter new hires into HRIS system in an accurate and timely manner

Assist with Applicant Tracking Software (ATS) implementation for field recruitment

Ensure that recruitment, training, apprenticeship and personnel processes are streamlined for ATS implementation

Provide ATS training and guidance to new users as required

Monitor and strive to reduce the costs of the recruitment process

Coach, mentor and support the personnel team

Perform other special projects as assigned

Specific Knowledge, Skills and Abilities

Minimum 5 years of field recruitment experience

Able to work in a result focused environment

Highly flexible, with solid interpersonal skills that allow one to work effectively with different managers, employee personalities, etc.

Strong verbal and written communication skills

Solid interpersonal skills and excellent understanding of the importance of customer service

Able to deal with people sensitively, tactfully, professionally, and confidentially at all times

Solid MS Office skills

Ability to remain focused and productive in an environment where interruptions are routine and frequent

Well-developed management, coaching and leadership skills, both on a formal and informal basis

Special Conditions of Employment

Overtime may be required on occasion, based on activity levels
