Description
The Emergency Disaster Services (EDS) Coordinator assists with the planning and delivery of Emergency Disaster Services and programs, primarily in the Eastern Ontario area within the Ontario Division. This includes deployment to disaster areas, driving EDS vehicles and canteens, assisting with the mobilization of volunteers, ensuring fleet vehicles are regularly serviced and accurate record keeping is completed.
KEY RESPONSIBILITIES:
Emergency Disaster Services – 20%
- As directed, provide needed support (24/7) to EDS responses for the Ontario Division, primarily in Eastern Ontario.
- Share responsibility to ensure clients receive information, or are shown resources for, emotional and spiritual care, counselling and referrals as needed.
- Ensure assistance is provided to clients with respect to immediate material needs, i.e., food, water, and clothing.
- Act as liaison with local ministry units (MUs), should calls for response come from DHQ.
- Assist in the coordination of logistics when emergency situations cross Divisional boundaries.
- Provide regular updates to PR team during deployment.
- Support the recruitment and development/training of EDS volunteers.
- Provide supervision to volunteers during a deployment as directed by the Incident Commander.
Emergency Preparedness – 60%
- Proactively work with MUs to ensure emergency preparedness, following Divisional EDS plan/priorities.
- Ensure proper maintenance and readiness of all assigned EDS vehicles and equipment, including any located at ministry units.
- Maintain, inventory, and coordinate EDS assets and resources; ensure storage area(s) are kept organized, clean, and adequately stocked.
- Participate in municipal and provincial training exercises with local MU’s.
- Facilitate continuum of training, scheduling National Disaster Training Program (NDTP) sessions, to ensure qualified personnel (individuals and teams) are available for deployment; prepare certificates and ID Badges as needed.
- Work with MUs to promote EDS strategies, standards, and accountability/control mechanisms to ensure effective service delivery consistent with the EDS mandate of The Salvation Army.
- Ensure that designated operators of EDS vehicles and equipment properly maintain the units.
Administrative – 20%
- Create and participate in EDS displays as requested (e.g., Emergency Preparedness Week, Emergency Management tradeshows, volunteer fairs).
- Assist with the execution of EDS special events.
- Support public relations activities/events as requested.
- Participate on Provincial Emergency Operations Centre (PEOC) and Non-Governmental Organizations (NGO) calls, or other meetings as required.
- Speak into strategy issues and reviews of the Divisional and local EDS program
- Provide administrative functions/duties including reports and statistics.
- Develop strong working relationships with those involved in EDS within the Division.
- Participate in various committees as requested.
- Be available for peer training evaluations as requested/approved.
Perform other duties as assigned
Critical Relationship Management:
- Internal relationships:
- Supervisor, Corps Officers, Divisional and MU employees, and volunteers
- External relationships:
- Community members, people in crisis
- Municipal Emergency Management Offices, Provincial Emergency Operations Centre
- NGO Alliance, External Agency Partners (i.e., Red Cross, Samaritan’s Purse, Team Rubicon)
Working Conditions:
- Typical office environment when working in the office.
- When on an EDS call the working conditions will be outside or in a canteen truck; may work in a variety of unpleasant weather conditions (rain/snow/extreme heat/cold)
- Working with people who have experienced loss, devastation, and confusion.
- The ability to lift/move 25 lbs.
- Schedule will vary according to requirements of responsibilities – some weekend and evening and flexibility in scheduling is required.
- Frequent travel is associated with this position.
QUALIFICATIONS AND EDUCATION REQUIREMENTS:
- Completion of post-secondary education in the Emergency Disaster Services field, preferably an Undergraduate Degree.
- Alternative combinations of education and experience may be considered.
EXPERIENCE AND KNOWLEDGE:
- Minimum of two (2) year’s frontline experience in emergency planning and preparedness or other experience in frontline work with victims of emergency or disaster situations.
- Proven emergency preparedness skills (prevention, mitigation, preparedness, and response.)
- Hold a valid Ontario Class “G” Driver’s License, current original driver’s abstract for review and verification that is satisfactory to The Salvation Army, in its sole discretion, is required. Access to a personal vehicle for business purposes is also a requirement.
SKILLS AND CAPABILITIES:
- Maintain information in confidence as required.
- Represent the organization in a professional and engaging manner.
- Represent The Salvation Army in a positive manner.
- Excellent networking skills, with the ability to coordinate and supervise groups of volunteers across a wide geographic area would be a definite asset.
- Work in compliance with OH&S Act and Regulations and abide by The Salvation Army’s health and safety policies and procedures.
- Attentive listening skills for the purpose of supervision, counseling, and conflict resolution.
- Excellent communication skills both verbal and written.
- Strong organizational skills.
- Proficient in Microsoft Office programs.
- Ability to work collaboratively in a team environment as well as independently when required.
- Ability to manage stress during critical response initiatives.
- Experience performing administrative tasks with an ability to enter data and perform statistical analysis efficiently and accurately.
- Detail orientated skills with an ability to plan, organize and prioritize.
- Good public relations skills.
- Ability to undergo applicable screening and background checks successfully that are satisfactory to The Salvation Army, in its sole discretion (i.e., The Salvation Army Abuse Registry) and provide an original copy of a Background Check with vulnerable sector screening as required.
- Ability and willingness to develop an understanding and support for the mission and purpose of The Salvation Army in Canada and its implications as related to position responsibilities.
- Ability and willingness to provide a First Aid/CPR Certification.
