The Assistant Director of Accounting Operations assists the Director of Accounting Operations (DAO) in the management of the Accounting Operations team at the Territorial Headquarters (THQ). He/she is primarily responsible for the daily operational activities of the department as it relates to accounts payable, revenue, and expense management for THQ, Ontario/Prairies, Divisional Headquarters (DHQ) and individual ministry units (MUs).
The Assistant Director of Accounting Operations must act within the bounds of authority established by Salvation Army regulations, Territorial policies and generally accepted accounting principles. They will have authority to make changes in work methods within the Accounting Operations group.
KEY RESPONSIBILITIES:
Accountabilities:
Accounts Payable and Revenue Management:
- Assist in managing the accounts payable and revenue functions for THQ, DHQ, and MUs and develops and implements accounting policies and procedures
- Oversee, audit, and manage annuities payments and legacy allocations
- Recruit, train, supervise and develop staff
- Assist in managing accounting operations teams in 3 offices (Toronto, Calgary, and St. John’s)
- Ensure that all general ledger accounts related to accounting operations are regularly analyzed, reconciled and that the integrity of the master chart of accounts is maintained
- Assist in managing the accounts payable and accounts receivable sub-ledgers, ensuring regular reconciliation and adjusting entries are recorded in a timely manner
- Bring any concerns to the attention of the management of the client entities
Financial Management Oversight:
- Review and authorize release of disbursement instruments (cheques, drafts, EFT or bank transfers), ensuring expenditures have been properly approved and are supported by adequate documentation.
- Manage accounts payable to ensure that payment discounts are taken, and liabilities are discharged as they become due
- Report to the Director of Accounting Operations, any deviations from established expenditure policy
- Manage accounts and loans receivable to ensure timely collection of amounts due
- Follow-up outstanding accounts, bring significant overdue amounts to the attention of the management of the client entity
- Regularly works with financial accounting to resolve deficits by freezing disbursements where required
Tax Management:
- Ensure appropriate rebates are identified and reported in applicable GL accounts
- Ensure appropriate taxes are billed to customers of The Salvation Army
- Provide advice and guidance to S.A. personnel concerning HST, GST, PST, and T4A tax matters
- Provide assistance in the interpretation of quantitative and qualitative results and in the presentation of results
- Participate in meetings and prepare necessary materials when required
QUALIFICATIONS AND EDUCATION REQUIREMENTS:
Education, Qualifications and Certifications:
- The Assistant Director of Accounting Operations will have a university degree (preferably with a major or concentration in accounting) and CPA designation or be enrolled and in the final stages of completion of an accounting designation
Experience and Skilled Knowledge Requirements
- At least three years of related accounting/business work experience and at least one year at the managerial level
- Supervisory and leadership experience
