Job Summary:
The Director of Administration is the senior administrator in the Department of Pediatrics and provides operational management to support Departmental and the McMaster Medical Pediatrics Associates (MMPA) mandates in teaching, research and patient care. The Director provides administrative leadership to departmental/MMPA visioning and strategic planning, and is a resource to the Faculty of Health Sciences (FHS) and teaching hospitals (particularly McMaster Children’s Hospital (MCH)).
The incumbent is responsible for the overall management and administration of the financial, human resources and physical resources of the Department. Accountable to the Department Chair/Chief and the President of the MMPA, the Director supports the Chair/Chief and President, and at their discretion, may represent them in discussions with the Vice Deans Education and Research and the Chief Operating Officer, Clinical Services.
The Director of Administration will interact with the administration of the Teaching Hospitals (primarily MCH) according to their area of specialty in matters that affect department operations. The Director is expected to negotiate and manage inter-institutional relationships. In carrying out their responsibilities, the Department Director collaborates as required with the senior administrative staff of the Faculty of Health Sciences, Hamilton
Accountabilities:
Financial Management ($45M approximately)
Develops business plans for the department/MMPA
Develops and monitors department/MMPA financial policies and procedures
Participates in development and monitoring of Faculty financial policies and procedures, as appropriate
Develops, reports, monitors, and manages multiple budgets according to multiple institutional policies & procedures
Manages the payroll for all staff, located in multiple institutions, according to the appropriate institutional payroll policies.
Develops compensation packages for faculty/MMPA members
Negotiates funding support for salaries and/or infrastructure, with hospitals and other funding agencies
Primary interface with McMaster Children’s Hospital, and other hospital foundations Chief Executive Officers and hospitals Chief Operating Officers related to hospital funding/contributions to department/MMPA funding
Solicits external funding
Contributes to research funding development; manages these resources
Primary responsibility for all Pediatrics AFP funding with regular reporting to the Ministry of Health, Ontario Medical Association (OMA), Hamilton Academic Health Sciences Organization (HAHSO) and MMPA members.
Develops a model for distribution of funds based on clinical, teaching and research contributions
Maintains the system for distribution of funds and refine the policies and roles for distribution of funds
Prepares detailed AFP reports for external auditors annually.
Administration of endowed chair and professorship funding.
Liaise on the Pediatric Emergency AFA funding and other revenues related to the Division of Pediatric Emergency Medicine; provides financial and human resource reporting and strategic planning assistance as required
Clinical Operations:
The Director of Administration will participate in management decisions surrounding clinical operations such as the reallocation of resources and/or the relocation of existing programs or the development of new programs/operations. This participation includes the planning of space needs, developing budget and staffing plans with hospital administration, negotiating suitable facilities and working with various levels of hospital administration to meet educational, research and clinical needs. Within the department there are ongoing responsibilities to ensure that the Clinical Practice Plan is structurally sound and financially viable.
Primary responsibility/authority for managing the AFP, to ensure effectiveness, deliverables and outcomes
Manages the Clinical Practice Plan, monitoring the effectiveness of the plan for the department and for its members and ensuring solvency
Negotiates annual personnel agreements of income, expenses and target billing, with each faculty member
Contributes to the decisions that involve changes to clinical services within the teaching hospitals and the designation of specific sites as clinical teaching units.
Approves all faculty expenses.
Responsible for analyzing billing trends and working with physicians and Regional Medical Associates to maximize billing revenue.
Responsible for managing all cost of practice accounts for all physicians.
Responsible for liaising with Regional Medical Associates, St. Joseph’s Hospital and Hamilton Health Sciences services.
Strategic Planning:
The Director of Administration plays a key role in advising the Department Chair/Chief and MMPA President on strategic planning and within the Faculty of Health Sciences, McMaster Children’s Hospital and within the broader health services environment.
Supports HAPA AFP negotiations/contract issues and renewal.
Provides critical analysis of departmental/MMPA needs related to planning, resourcing, and proposal development for AFP negotiations
Works with the Chair to bring into balance Faculty expectations of the department in research, academic, and clinical activities
Provides critical analysis of matters affecting the department/MMPA utilizing understanding of the health sciences education, research, and clinical environment (internal and external)
Advise the Chair/President of MMPA on inter-institutional dynamics affecting the department/MMPA or the Faculty of Health Sciences/Teaching Hospitals.
Collaborates the Chair/President in formulating strategic plans that meet the needs of the Department/MMPA, the Faculty, the MCH and each respective hospital, thus providing a significant contribution to shaping the roster of faculty members/physicians in the department.
Liaises with and implements strategic directives mandated by the MOH
Contributes to strategic thinking for development and implementation of new ventures of strategic importance to the department/MMPA and the Faculty
Participates in strategic planning around department/MMPA/Faculty-wide undergraduate, graduate, post-graduate education and research programs
Operational Management:
The Director of Administration is responsible for ensuring that the Department/MMPA is managed in an effective and efficient manner. They design, implement, monitor and evaluate all activities of the Department/MMPA including faculty recruitment, promotion, human resource, finance, research and teaching activities.
Develops recruitment and staff/faculty management strategies with the Chair/Chief and MMPA President and collaboration with senior management at MCH in developing recruitment strategies
Contributes to decisions involving clinical, research and academic programming
Responsible for developing crisis response planning at the Departmental level
Primary responsibility for ensuring that occupation health and safety policies and training are followed through various processes by both faculty and staff in wet/dry lap environments and office areas.
Responsible for the design and development of appropriate database tools for tracking of all academic information, including education and research contributions for all members of the Department
Ensures Department Chair is attuned to all University policies and procedures as it relates to each project in the Department.
Ensures the integration of hospital privileges/appointments with university appointments

Primary responsibility for negotiation shared costs with teaching hospitals, both within Hamilton and in the region.
Primary responsibility for negotiating, implementing, and monitoring shares responsibilities for recruitment, space and other infrastructure, between McMaster and each teaching hospital
Human Resource Management:
The Director of Administration has primary responsibility for managing all human resource activity within the Department/MMPA.
Manages recruitment, promotion, and human resource functions for a diverse group of faculty including scientists, educators, clinicians and part time faculty
Manages all human resource functions for all staff in the department.
Manages indirectly across different collective bargaining agreements
Creates new staff positions to meet changing needs, initiates re-evaluation of existing positions, as necessary.
Develops and implements recruitment, retention and succession planning strategies for staff, faculty and MPPA members.
Ensures both University (recruitment, appointment, promotion, and tenure) and Hospital (recruitment, credentialing, and impact analysis) processes are followed for all new recruits
Develops and manages department orientation programs for both staff and faculty
Manages performance standards for staff
Mediates conflict among staff, between faculty and between staff and faculty
Provides guidance and advice all supervisory personnel
Responsible for the entire disciplinary process, working within the appropriate collective agreements
Ensures faculty supervisors operate within the relevant Collective Agreements (CUPE, Unifor, PARO)
Primary responsibility for monitoring university promotion and tenure at the Department level and advising the Promotion and Tenure Committee of opportunities in this area. Supervises the entire promotion and tenure process for the Department.
Physical Resource Management:
The Director of Administration plays a key role in physical resource management within the Health Sciences as well as at other sites and teaching hospitals.
Negotiates and ensures optimal space utilization within the department and across the hospital sites of MCH, Ron Joyce Children’s Health Centre, and St Joseph’s Healthcare Hamilton.
Maintains a space and fixed asset inventory
Facilitates proper office facilities for each full-time faculty/MMPA member, negotiating with the hospital as necessary to ensure compliance with the Twiss Agreement, University/Hospital Affiliation Agreement as appropriate
Represents the department/MMPA on space planning activities with respective academic hospitals, including negotiation/planning/allocation of On-Call rooms for physicians, residents, fellows and students.
Education Administrative Support:
The Director of Administration is responsible for managing the resources and infrastructure supporting educational activities within the Department. The Director of Administration is responsible for the management of students from all Health Sciences professional programs as well as foreign student placements within their Department. Clinical clerks rotate through several of the Departments on an ongoing basis and the Director of Administration in each Department is ultimately responsible for ensuring that the student placements are completed and that faculty supervisors complete the necessary evaluations.
Manages Departmental Accreditation process (for external bodies such as Royal College) and participate in Hospital accreditation process
Manages the activities of faculty and students that receive funding and work within various educational environments.
Coordinates postgraduate (including residents) student resources
Administers or co-administers (with FHS Graduate Studies) graduate programs in Medical Sciences and Clinical Health Sciences
Foreign postgraduate medical students
Manage internal Career Awards (e.g., clinical scholars)
Strategic planning with regards to staffing and resident allocation at each of the Clinical Teaching Units (CTU’s) and any new or to be developed CTUs at each respective teaching hospitals
Research Administrative Support:
The Director of Administration is responsible for the administrative support to and the financial administration of research activity within the department. The following bullets identify the most important aspects of this activity:
Negotiates with external funding agencies
Stays alert to opportunities for research collaborations
Manages grant funding held by principle investigators (in excess of $4.5 mill)
Provides assistance with proposal development
Informs faculty of various grant timelines
Manages all human resource activity for research staff
Responsible for reporting research information/accounting to various funders in cooperation with Faculty Finance Office
Ensures occupational health and safety procedures are being followed in dry and wet lab facilities
Development of research project budgets
10. Special Projects:
The Director of Administration is expected to lead or participate in special projects for any number of institutions/organizations (Faculty of Health Sciences, McMaster University, Teaching Hospitals, and other health care organizations). Examples include:

QUALIFICATIONS:
Education
University degree at the Master’s level in a related field
Experience
5 to 10 years of managerial experience in an academic health sciences centre and/or health care organization with appropriate experience in human resources and financial management
The successful candidate will have 5 to 10 years of related professional, management and technical experience, preferably university administrative experience, particularly in a health professional program. Proven financial management and human resources skills as well as excellent organizational, planning, communications and interpersonal skills are preferred. Familiarity with University structure, policy and administrative systems, hospital administrative experience and medical group management experience would be a definite asset.
