As a part of Public Security Division, the Policy and Program Development Branch is responsible for program delivery, policy and legislation, intergovernmental advice, research, stakeholder engagement, and planning activities for policing, community safety, and victims’ issues. It also oversees the delivery of province-wide supports such as victim services, restorative justice, crime prevention, integrated offender management, and integrated threat assessment.

Reporting to the Executive Director, Policy and Program Development, you will provide leadership, direction and oversight to the provincial delivery of services to victims of crime and other related programs and strategic initiatives related to victims of crime.
Key job responsibilities include:
- Leading the team responsible for implementing the recommendations outlined in the MLA review to transform services to victims including, the victim assistance program, service delivery model, training and information, research, as well as performance monitoring and evaluation.
- Implementing or integrating federal, provincial government legislative and/or policy directives, ministry and cross-ministry initiatives that impact provincial and community capacity to deliver and monitor services to victims of crime.
- Provision of core operational funding to support the operation of police and community based programs as well as specialized services that provide assistance to victims.
- Development, implementation, monitoring, and evaluation of policies and procedures that support outcome based grants and contracts for the effective and efficient utilization of Ministry resources for current and future operations and programming.
- Building and maintaining collaborative, open, and consultative relationships and partnerships with multiple complex stakeholders.
To be successful in this role you must have strong leadership, planning, coordination and organization skills with a demonstrated ability to achieve operational goals. You have the ability to provide clear direction and demonstrate effective consultation, negotiation and mediation skills in order to effectively manage the dichotomy of community and government expectations. You are skilled at building partnerships and able to adapt your communication style to meet the needs of your audience. This position supervises a diverse team which requires you to have the ability and desire to coach and mentor.
Qualifications
University degree in a related field such as but not limited to Social Sciences, Business, Public Administration, Public Health with a minimum of seven years of directly related experience.
Considerable recent experience in supervising and leading staff is a requirement.
Preference will be given to candidates with the following:
- Experience in the interpretation of legislation and development of operational policy
- Experience leading large projects to develop programs
- Experience managing complex budgets
- Experience with grants and contract management
- Experience with stakeholder management
- Knowledge of the criminal justice system
- Experience with and knowledge of change management principles, methodologies and tools
Equivalencies will be considered on the basis of one year of education for one year of experience; or one year of experience for one year of education.

Salary
$4,037.95 to $5,127.61 bi-weekly
Notes
The hours of work for this position are 8:15am – 4:30pm, 36.25 hours a week.
This role will be located at the John E Brownlee Building (10365 – 97 Street) in downtown Edmonton.
Final candidates for this position will be asked to undergo a security screening.
