Purpose Statement:
The Executive Director provides strong Christian leadership by directing and coordinating all business, program, and spiritual matters in a ministry unit. This includes finance, property, program, funding contracts, spiritual care, information technology, and employee relations.
Position Purpose Summary:
The Victoria ARC is a Ministry Unit of The Salvation Army located in Victoria, B.C. providing the following programs and services: Emergency Shelter, Transitional Housing, Community Meal, Emergency/Disaster response, and a Community Based Residential Facility to individuals and families in the region.
This position is responsible to the Area Commander – Social Mission.
HOURS:
- 37.5 per week
KEY RESPONSIBILITIES:
- Responsible for the strategic planning and direction of the ministry unit and ensuring that objectives are carried out.
- Directs and oversees the annual budgeting process for the ministry unit.
- Ensures a spiritual dynamic to all programming.
- Facilitates implementation of territorial standards and best practices reflecting the economic, service, and business environment in compliance with The Salvation Army.
- Ensures all property is inspected and maintained in compliance with applicable legislation and prepares all property proposals according to Salvation Army policy.
- Oversees or directly manages effective employee relations practices in consultation with the Regional HR Manager – Social Services.
- Provides coaching and direct supervision to the ministry unit’s management team and spiritual care staff.
- Hires, orientates, trains, evaluates, recognizes, disciplines and terminates in concert with territorial standards; submits and acts on incident reports; deals with complaints
- Maintains and promotes positive working relationships/partnerships and communications with funders and community stakeholders.
- Works with Divisional Headquarters (DHQ) to re-negotiate contracts with government funder/s; identifies and pursues opportunities to enhance program delivery by seeking new government funding sources in consultation with DHQ.
- Within the ministry unit, analyses statistical and financial reports for strategic planning and reports to the Divisional Finance Board.
- Establishes and maintains a Community Council, recruiting members, setting agendas, taking minutes, and following up on actions arising from meetings.
- Ensures that ministry unit programs comply with licensing and registration requirements and that all required reports are submitted to funders on time.
- Represents The Salvation Army on behalf of the ministry unit at public events and service clubs.
QUALIFICATIONS AND EDUCATION REQUIREMENTS:

Education/Certifications:
- Undergraduate University Degree (e.g. B.A., B.Sc., B.Sc.N.).
- NOTE: An alternative level of education and experience may be acceptable.
Experience:
- Five years but less than seven years of prior related experience, including supervisory, financial management and business management experience in a not-for-profit social services environment.
Required Skills/Knowledge:
- Excellent presentation, public relations, oral, written, and interpersonal communication skills.
- Demonstrated teamwork, leadership, managerial and administrative skills.
- Well-developed planning, organizing, controlling, and decision-making skills.
- Ability to deal tactfully with sensitive client issues.
Preferred Skills / Capabilities:
- The ability to function independently, and frequently under pressure, while managing multiple concurrent projects and deadlines including effectively managing crisis, conflict, or emergencies is an ongoing expectation.
- Work may involve long work and/or frequent travel as well as evening/weekend work.
