Program Officer

(This position is covered under CUPE Bargaining Unit – Band 4)

We live our values every day– Ambition, Collaboration, Creativity and Integrity. The main purpose of this position is to provide ongoing support to the program management of Indigenous programs. The Programs Officer works with the National Reconciliation Program and Indigenous organizations to support high quality programs and effective management and reporting. This is a one-year contract position.

Responsibilities include (but are not limited to):
Responsible for award management and day-to-day program administration activities including:

Regular updates in AMS.

Monitor progress of results against project plan and budget.

Flag issues, risks, and propose solutions to resolve.

Working in close collaboration with delivery partners, collect data and narratives to support the timely production and submission of high quality updates to stakeholders.

Provide logistics support as required.

Work with the Program Technical Team and partners to ensure an increased focus on cross cutting themes of gender and resiliency; strengthening child safeguarding within diverse youth contexts; and progressing policy/advocacy opportunities with local/national/regional governments, private sector and civil society.

Maintain relationships with partners.

Develop agreement documentation.

Support delivery of quality programs including developing logic models and adapting methodologies and tools.

Working in close collaboration with MEAL and Program Manager, monitor and support implementation of culturally relevant analytic tools, learning systems and project deliverables.

Programs Relationship Framework with all stakeholders both internally and externally.

Work in collaboration with NRP team members to create tools and resources to support community partners in program delivery and outreach.

Identify learning and training opportunities for Save the Children staff and partners to build capacity for knowledge including cultural safety and programming in Indigenous contexts

Where necessary, work with Training and Outreach specialist to support the training and capacity building of staff, partners, local authorities and community members. This may require travel to remote locations.

Qualifications & Competencies (include but are not limited to):

Bachelor degree in Social Sciences or related field, strong preference for education relating to Indigenous issues.

Minimum 3-5 year progressive work experience in NGO sector in Canada with a focus on Indigenous children and families. Direct field experience considered an asset.

Knowledge of child rights programming in areas of Health, Education, Child Protection, and Livelihoods, and the social determinants of health for Indigenous children and their families.

Knowledge of the current political, socio-economic and historical context of Indigenous Peoples in Canada

Certificate in Project Management or project management experience and knowledge of Results-Based Management (RBM) approach

Demonstrated project financial management experience

Knowledge of gender equality principles and practices

Critical thinking and analysis skills to solve problems

Exceptional communication and interpersonal skills to develop strong working relationships across cultural and organizational boundaries with internal and external stakeholders, and managing through influence

Strong English writing skills; proficiency in an Indigenous language considered an asset

Ability to work within tight deadlines and time pressures

Detail-oriented to maintain accurate records and financial information within systems

Ability to travel to remote locations on occasional basis

Strong project management skills to monitor project quality, cost, and time; issues/risks

Adhere to Child Safeguarding policies & procedures.

Police Check and Vulnerable Sector screening.
