Overview

Canada Health Infoway is working with Health Canada, the provinces and territories, and industry stakeholders to create, operate and maintain a financially self-sustaining, multi-jurisdiction e-prescribing service, known as PrescribeIT®. This is a single service that can be scaled for use across the country, enabling prescribers to electronically transmit a prescription to a patient’s pharmacy of choice.

The service will provide safer and more effective medication management by connecting community-based prescribers (such as physicians and nurse practitioners), either through their existing electronic medical records (EMR) systems or standalone applications, to community retail pharmacies’ pharmacy management systems (PMS) to enable the electronic transmission of prescriptions.

As a neutral, not for profit third party with significant relationships with key stakeholders and award winning project management expertise, Infoway is well positioned to deliver on Canada’s need for a comprehensive e-prescribing system that includes and serves the interest of all Canadians, prescribers, pharmacists and pharmacies, and that doesn’t sacrifice privacy and security for commercial self-interest.

Major Responsibilities

Review and confirm the existing regulatory and legislative review and analysis primarily for Quebec, however also in Atlantic and Northern Canada regions where French speaking/bilingualism is predominant, to determine the obligations and/or impediments for implementing and maintaining the proposed eRx solution

Perform annual regulatory environmental review and report to our Risk Management and Reputation Management teams

Identify and implement strategies and tactics, working alongside internal stakeholder groups, to address any regulatory gaps or issues

Document and summarize any gaps and issues

Engage and negotiate with pharmacy stakeholders to identify opportunities and drive adoption and execution of PrescribeIT to meet internal targets

Manage several external stakeholder groups to achieve performance results and deliver of the strategic plan

Exceed community pharmacy client expectations by anticipating needs and working closely with their internal resources to ensure successful deployments, execution and product functional requirements.

Work with the Infoway Compliance, IT, Support, Change Management, PMO, Jurisdictional Engagement teams, Performance Management teams and others as necessary to ensure deployments are delivered on-time

Project management (planning, execution, problem resolution, etc.) for all the tasks related to internal/external stakeholders for successful engagement and deployment of PrescribeIT

Work with senior executive to align with organization goals and advise on engagement strategies and emerging issues to support strategic decision processes

Use CRM management software to track progress and performance to inform strategic planning activities

Overseeing the preparation and execution of program specific documentation both internally and externally (e.g. P&S training, community pharmacy training, workflow analysis, risk identification and mitigation strategies)

Establishing regular, ongoing meeting cadence with external stakeholders for successful delivery of service implementation and regulatory compliance/support

Ability to negotiate agreements with external stakeholders (Implementation Support Agreements, Participation Agreements, MOU, LOI, etc.)

Creation of standard, repeatable business processes to engage & service external stakeholders, as identified by the PMO and Senior Director, Relationship Management

Education

Undergraduate Degree or Diploma in Business Administration, Mathematics, Health Informatics, Computer Science, or related field

Qualifications

15+ years of experience assessing health care specific legislative requirements, and their impact

15+ years of experience working in healthcare, with detailed knowledge of retail pharmacy and business operations

10+ years of QC retail pharmacy engagement experience (chain, banner, independents)

Experience of dealing with pharmacy/physician associations, college of pharmacy and other regulators.

Influencing skills to convince the above stakeholders on PrescribeIT service and gaining their approval/alignment on same

Demonstrated facilitation and documentation skills

Experience advocating for changes to legislative requirements or regulatory frameworks

Strong communication and presentation skills

Fully bilingual skills (French and English)
