About Us

The Department of Health and Wellness offers opportunities to grow and advance in a dynamic sector that touches the lives of all Nova Scotians. Along with our partners, including the Nova Scotia Health Authority and the IWK Health Centre, we are committed to continually improving our health care system. With a focus on collaborative primary health care, continuing care, improved supports for mental health and addictions, digital health, capital infrastructure, and more, the department is thinking differently about how to plan, fund, legislate and monitor to improve access and service delivery. To do this, we are recruiting leaders at all levels of the organization who embrace a challenge and believe in their ability to make a difference.

About Our Opportunity

As the Senior Executive Director, Clinical, you will lead the Clinical Branch of the Department of Health and Wellness. The Branch operation, located in downtown Halifax, includes approximately 25 employees.

You will be a member of the Department’s Executive team with responsibility for the development and implementation of a system-wide management and accountability framework, with a focus on risk mitigation, risk planning, monitoring and impact analysis of health system investment. You will drive the development of a system that integrates primary and acute care while also ensuring population health needs are met and continuous improvements in population health outcomes are accomplished.

Primary Accountabilities

You will oversee a branch team of Workforce Policy and Planning, Acute Care and Primary Care, by providing strong leadership and clear vision with a team-based approach. You will develop and maintain partnerships and alliances at a senior level to discuss cross-cutting priorities and key issues including health human resource strategy, accountability agreements, and tracking and reporting on key performance indicators and ROI.

You will ensure that the health human resource supply management strategy is evidenced-based, cost-effective and responsive to the needs of Nova Scotians. You will work with partners to identify opportunities for collaboration.

The Senior Executive Director is expected to establish and maintain excellent working relationships with stakeholders in Nova Scotia as well as regionally and nationally.

Qualifications and Experience

As our next Executive Leader, we will require you to be an experienced leader with exceptional communication, partnership building and negotiation skills, with a minimum of a bachelor’s degree. A master’s degree in a health-related field along with progressive senior leadership experience in the health care sector is highly desirable.

You are an innovative thinker with very strong interpersonal skills and have an ability to identify opportunities to encourage greater integration of programs and activities. You make sound decisions within the framework of legislation, policies, contracts and agreements, budgets, and provincial priorities. You have proven experience managing financial and human resources, maintaining complex and multi-jurisdictional relationships, and leading strategy development and implementation. Experience leading strategy around labour negotiations will be considered an asset.

Leadership competencies required at this level of work are: Decisiveness, Strategic Orientation, Change Leadership, Team Leadership, Effective Interactive Communication, Self-Awareness and Personal Impact, Partnering and Relationship Building, and Intercultural and Diversity Proficiency.

We will assess the above qualifications and competencies using one or more of the following tools: written examination, standardized tests, oral presentations, interview(s), and reference checks.

Equivalency

An equivalent combination of education and progressive senior leadership experience will be considered. Applicants relying on education and experience equivalencies must demonstrate such equivalencies in their application.
