Director, Employee and Labour Relations

Reporting to the VP of Human Resources, the Director, Employee & Labour Relations strategically develops, recommends, and implements labour and employee relations, health and safety, occupational and non-occupational disability management and wellness programs in a manner that supports TCHC’s tenant focused culture.

What you’ll do

People Management:
Lead, motivate, develop and support a team of HR professionals in the provision of employee relations, labour relations, health safety wellness and disability services to the organization.

Direct HR operations:
Provides leadership and effective management and oversight to a diverse team of staff, building an engaged and high-performing team, promoting customer service excellence. Effectively manages performance, ensures adherence to TCHC policies and processes and alignment with TCHC culture model.

Provides development, leadership, advice and oversight of employment and labour relations systems, policies, practices, programs, guidelines, plan designs and initiatives which respond to current and future needs of the organization.

Provides consultation, and advice on employee/labour matters.

Liaises and collaborates with Legal Counsel (internal and external) as appropriate

Key advisor to senior management on labour relations, health, safety, wellness and disability management matters

Leads the development of employee and labour relations, health and safety and disability management program activities consistent with the strategic plan of the organization.

Ensures the development and delivery of education/training initiatives and mentors/coaches management and staff to ensure compliance with various applicable collective agreements, legislation and best practices

Develops and captures information and data pertaining to labour relations, health and safety and disability management to evaluate effectiveness and identifies trends, new legislation, education and training opportunities

Sets overall strategic direction of the aforementioned units by establishing goals and short/long-term objectives that are aligned with the overall strategic planning initiatives of TCHC including but not limited to performance management plans, divisional work plans and immediate tactical goals. Provides advice and oversight on TCHC grievance, arbitration and mediation matters to ensure alignment with the long-term labour relations strategy

Builds and maintains constructive working relationships with union leadership to ensure a positive labour relations environment

Prepares and negotiates collective agreements bargaining negotiations with various unions including three major bargaining unions (CUPE Local 79, CUPE Local 416, OPSEU Local 529) and one trade union while ensuring the strategic plan is incorporated into collective bargaining mandates

Ensures the effective implementation of collective agreements corporation wide

Human Resource Policy and Governance:
Develops policies and, procedures related to employee and labour relations, health and safety, disability management, wellness and provides recommendations and consultation on policies in other Human Resources units

Reviews and revises human resources policies and procedures in order to ensure compliance with applicable legislation and collective agreements

What You’ll Need

Post-secondary education in a professional discipline pertinent to the job function (e.g. Human Resources, Industrial Relations), with relevant management training and experience, or an equivalent combination of education and experience preferred.

7 or more years’ experience in the Labour and Employee Relations field

5 or more years of experience working in a unionized environment

5 or more years of experience managing teams

Strong leadership skills and demonstrated ability to lead a high-performing team

Knowledge, experience and commitment to all aspects of equity, diversity and inclusion in the Labour Relations portfolio

Knowledge of human resource and labour relations practices, contractual obligations, collective agreements and labour and employment legislation, i.e. Employment Standards Act, Labour Relations Act, Human Rights Code, Pay Equity Act, Occupational Health and Safety Act, AODA, Workplace Safety and Insurance Act

Knowledge of the Occupational Health and Safety Act and Regulations and WSIB legislation is an asset

Ability to strategically and constructively respond to leaders’ and employees’ needs while exercising leadership and diplomacy amongst diverse perspectives and priorities

Excellent conflict management, mediation and dispute resolution skills.

Excellent ability to manage complex relationships and strong negotiation skills

Excellent organizational and time management skills with the ability to effectively handle a large number of issues simultaneously

Exceptional verbal and written communication skills
