The Ministry of SaskBuilds and Procurement provides central coordination and delivery of property management, information technology, procurement, project management, transportation and other support services to government ministries and agencies. The Ministry integrates, coordinates and prioritizes infrastructure planning and delivery for the Province of Saskatchewan, and advances projects through contract oversight, innovative approaches and alternative financing models as appropriate.
The Opportunity
The Risk and Safety Branch of SaskBuilds and Procurement is seeking a Director, Risk and Safety to provide leadership to a team of staff regarding the provision of risk management and health, safety and wellness services. Specifically, these services include insurance and risk management, health and safety services, access to information and privacy, records management, emergency management, legislative services, contractor criminal record checks and information technology security. Reporting to the Chief Financial Officer, some of the key responsibilities of this position includes the following:
Provides oversight to the Risk and Safety Branch by setting strategic and operational direction, creates budget plans for the units, manages staff resources and determines staffing levels;
Delivery of insurance and risk management activities, including overseeing risk assessment and risk financing, liaising with the Ministry’s insurance broker, researching the insurance market, analyzing options and developing recommendations, developing and analyzing request for proposals, selecting the broker and insurance companies, purchasing insurance, reviewing self-insurance options and developing and managing the effectiveness of loss prevention and loss control programs and claims adjusting;
Oversees the health, safety and wellness program for the Ministry. Provides health and safety leadership, influence and guidance to the ministry’s program areas to assist them in the prevention and reduction of workplace injuries and helps to ensure a respectful work environment;
Provides leadership, direction and management for the Access to Information and Privacy program at the Ministry. This includes the delegated authority to represent the Ministry as the Access and Privacy Officer, managing responses to information requests in accordance with the legislation in and effective and efficient manner, developing and implementing of a comprehensive privacy framework for the Ministry, including the design of assessment and evaluation tools, approving policy, overseeing training and leading continuous improvement efforts for the Ministry; and
Develop and deliver an information records management program that ensures the Ministry efficiently manage all records (paper, electronic, photographs, email, etc.) in their possession and control in order to meet legislative requirements, to document government decisions, to support program and service delivery, to preserve the province’s historical record and to demonstrate accountability.
Ideal Candidate
The ideal candidate will have outstanding leadership, organizational, interpersonal and communications skills; significant knowledge and practical experience of risk management, risk transfer through the use of commercial insurance, health and safety, significant experience in program management and human resource management. Strong negotiation skills with demonstrated ability to work with multiple stakeholders with varying interests are also required.

Typically, the knowledge, skills and experience required for this position would have been obtained through:
Proven experience as a senior level leader;
The completion of a graduate degree in business administration, or other field relevant to the municipal government sector along with several years of progressively responsible management experience;
Formal education in and/or experience in the insurance/risk management industry so that principles and methodologies, and specifically the use of insurance as a form of risk transfer are understood;
Demonstrated skills with ample years of progressively responsible experience, including one or more supervisory/management roles;
Demonstrated ability to lead strategic initiatives, manage change and achieve positive results;
Experience in effectively managing fiscal and human resources; and
A demonstrated commitment to create, support and sustain an environment that enables staff to achieve results and to develop and build organizational capacity for the future.
