About the job

We are looking for dynamic leaders to join the Internal Affairs and Fraud Control Division (IAFCD) within the Security and Internal Affairs Directorate in the Finance and Administration Branch.

Manage employees, prepare work plans, assign and distribute work, establish goals and performance objectives and evaluate performance.

Direct and manage the development and implementation of security programs by setting priorities, goals and objectives, determining work methodologies and standards, developing business plans, maintaining service levels and managing related financial, human and other resources.

Direct, manage and supervise conduct of administrative or security investigations and the reporting of findings, conclusions and recommendations to senior management.

Develop and implement standards, approaches and procedures by which all administrative investigations are conducted from initial allegation to final resolution.

Review approaches, discuss resource commitment and project deliverables in terms of information and evidence gathered.

Review interim and final reports for accuracy and completeness to provide senior management and labour relations with adequate evidence to proceed with corrective measures.

Maintain collaborative working arrangements with counterparts in other government departments, agencies or administrations to enhance efforts both in terms of advancing investigations and to improve development of prevention and detection of wrongdoing and/or fraud.

Essential staffing requirements

To be eligible, you must meet the following requirements.

Successful completion of a secondary school diploma or CRA-approved alternatives*

  • CRA-approved alternatives to a secondary school diploma include:
  • a satisfactory score on the CRA-approved test (General Intelligence Test – GIT 320 – Pass mark 80); or
  • an acceptable combination of education, training and/or experience.

Experience

Candidates applying for this position must meet a minimum of 4 of the following essential experience criteria:

  • Experience* consulting and engaging with internal and external stakeholders.
  • Experience* providing advice, briefings, or recommendations, verbally or in writing, to senior management (EX-01 or equivalent or higher).
  • Experience* in leading a project or a tax program.
  • Experience* reviewing, analyzing and interpreting legislation, regulations, or policies and procedures
  • Experience* managing human resources.
  • Experience* conducting investigations in a public service setting.
  • Experience is normally associated with the performance of these functions as part of the major job duties accomplished for a period of 12 consecutive months in the last three years.

Asset staffing requirements

  • A cover letter that clearly demonstrates, in 1500 words or less, how you meet the experience. You must clearly demonstrate in your cover letter how you meet the education and experience factors listed in the Essential staffing requirements.

o For each experience factor, you must clearly indicate your job title, group and level, and dates (from start to finish) when the experience was gained. You must also provide details, explanations and/or examples to describe the complexity and variety of your experience.

  • A resume or curriculum vitae.
  • A separate written submission telling us why you are the ideal candidate for a management position within the Internal Affairs and Fraud Control Division within the CRA. This will be used to assess some of your key leadership characteristics. Your submission must adhere to a 1500 word limit and must speak to the following:

o Your ability to collaborate with partners and stakeholders

o Your ability to achieve results

o Your ability to uphold integrity and respect

These submissions will also be used to assess your ability to communicate effectively in writing (e.g. spelling, grammar, conciseness etc.).

  • Only those who demonstrate that they meet the experience and qualifications will be contacted with the next essential steps in this process. As we are always looking to grow our skilled workforce, the results of this process may be used to staff future positions with similar qualifications.
  • Essential and asset staffing requirements assessed during the process may be used to identify candidates for appointments.

If assessments are to be conducted, you are expected to make yourself available for assessment when scheduled. Assessments will only be rescheduled for exceptional circumstances. The staffing board will make these decisions on a case by case basis.
